Not sure, it's been a while since I've been in-game. Generally it take 3-4 hours + for an event patch... which you'd think it would not be that bad by now.
Yeah, if they could start the patches at about 3am EST... I'll chip in a few bucks toward Coffee for the Server Admins. 
I was wondering if this might be halloween going live. Do we have any confirmation? Or like in some years previous, we'll just need to log in and see if the eternal night of halloween is in effect?
I think they did confirm Halloween event starts today.
I haven't seen a red-name but I was told Trick or Treating is live today.

As far as the halloween event goes this year, anyone know if you need to have an open tip slot to receive the tip? Or did they have foresight when designing the tip system to allow a special slot for event tips?
Had an email in my inbox last night or this morning that said "Halloween goes live October 21." Well, it said it with pretty pictures and stuff and called it "Halloween Comes to Praetoria" and had a bunch of IP stuff and assorted marketingspeak and legalese too. The important bit was "Halloween Event October 21."

And apparently, not always night, the Haloween event must not be turned on yet

You can still get the Halloween tip mission even if you are full with regular tips.

I am sad it is only for 11 days this year. Trick or treating for Halloween and present hunting for "winter holiday" (it's CHRISTMAS!) are my favorite things to do in the game.

My personal baseless optimism is that the Halloween event is so short this year because I19 is already ready but they don't want to release the Issue at the same a holiday event is happpening, so they're cutting the Halloween event short to get I19 out sooner.
Naturally this will turn out wrong because I19 is supposed to be released "soon(tm)" and not soon.
Last week I think it started back up early, and you can't ToT until 9 am.
I know, I tried o_o. I have to leave for work in 10 minutes, and will not be back until 7 pm.
*mutter fricken fracken..*
Oh, and Mrs. Arachnia is taking off early for the day to come home and play.
