This is much better than the emote pack. If these are all available at character creation, that alone makes it worth it to me.
I can count on one hand the number of characters that I have who use capes, but I love auras.
I just want them to tell me when, and how much so I can budget this purchase

So basically you sacrifice some favorite costume to outfit the newer shiny costume. Wish the booster packs would include an *extra* costume slot.

There will now be -fewer- reasons to change the older status quo, not more.
This is how the Devs are going to "solve" the problems you have with unlockables.

Wanted to comment on the "so soon" portion of the thread. I am really happy with there being a booster between each issue. Keeps something fresh in the game at all times.
Even if it were I booster I wouldn't buy (can't imagine what that would be), I would still get to see others using it, and that makes the game fresh also.
Guess I am just a very visual person.
I would gladly trade all of my vet free costume change tokens for more costume slots. I will admit that I am a bit shocked that they sell sever slots, respecs, and transfers, but not costume slots. We really need more costume slots...bad.

Yeah, in comparison to the Party Pack, this one looks like a good 'un.
Glad to see we get the Rune Aura that Tin mage was showing off 
woulda been narked to have something cool like that gated to NPC only. The tarot cards one was neat too.

Hmm this pack actually looks quite swish, especially that science cape, that looks almighty swish.

Several of the auras and capes have been long in the 'want' department for me on a few of my characters!
So the question is: when is it available?

This is misleading -you can already get this aura as a natural origin using chilli and vindaloo.
And I love this aura... shame as I usually manage to resist costume/aura MTs.

Certainly an appealing booster (Well, for some, at least).
Quickly, on the "so soon" topic... I don't entirely disagree, but what I felt was too soon was the Party Pack so quickly after a brand new expansion.
That I thought was cheeky (And not so favorable... nasty marketing).
Forgetting all of that...
There are some cool looking options there. I have to wonder if the auras will include the various body placement options, as all the new auras have thus far.
I should think they will... but I'm eager to find out for sure.
And... that Impervium Mantle Cape looks like it could have many uses.
I can see already though... That I'd wish for an option without that specific pattern on it, haha... I've long wanted a leathery/shiny textured cape!
Still, it looks like some good stuff.

Can anyone state for certain if these costume pieces are or are not, in fact, tied to your character's origin?

I like them all, and will buy it, but it's not quite right...
Love the sparks Aura and the Science (or tech, the shiny one) cape.
