Issues with the NCsoft Store
Seriously. So annoying. So that's almost a day of not being able to use my slots. If this is any indication of what we have to look forward to with Freedom, I might have to rethink the VIP status I was going to be keeping.

I'm having similiar issues that some have noted having, but I will copy/paste my issue here to keep information compiled.
Ages ago on my account, as I've had it for years, I've bought multiple character slots, filled them up with characters, and generally had no issues (current ongoing issues accessing beta aside). Today I went to delete a character, to make another character with some friends, and after deleting the character, the slots are no longer available. I try deleting another low level, same deal.
It seems I've basically "lost" character slots at some point, which is rather frustrating to say the absolute least. So for now, I can't create any new characters. Anyone have any experience with this? As its the weekend, sending a ticket in what accomplish much, and they already have an active ticket with me over beta anyhow, heh.

When the store comes back up, those slots will return. They aren't lost, just not available at the moment.
Either way, it's a pain the rear end and this type of issue should have been fixed a LONG time ago.

How long has it been down exactly?
Paint me UNimpressed, especially since my seasonal renewal just went through No Problem earlier today & NON of my paid for slots were locked yesterday. I am sorry but this really needs to be fixed, I'm just glad there was no issue with my new pre-paid so the renewal went through ok.

I don't we'll see anything until tomorrow at this point. I'm sure everyone knows about it by now, but with Pax going on and it being a Sunday, there's probably only one guy with a broom there right now anyway.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

i've been unable to access the store entirely. i click on the store button, and the window goes blank like a transition, but then freezes with a "(program not responding)" message up top in the window title. clicking the window again makes it go grey. closing the window get me "City of heroes is not responding", the check for solution, close, or wait options, and the following detail;

The NCSoft store is on the NCSoft website.
It does look like it's something on your computer or we'd have many many more posts about it.
My recommendation would be to look at the instructions in the [Guide] Asking for technical help on the forums thread that is stickied in this forum sections and following the instructions there to start your own post with the results of CoH Helper and HiJackThis.
