Some of the minions (I think Hellions are notorious) run upon aggro if the minion in question was stealing a purse or discussing business with fellow gangsters.

spectral demons are notorious too in CoT missions - 1 hit/taunt and they decide that exploring the entire mission map is a great idea

I've spent so much time street sweeping in Atlas with new alts I now instinctively target the one I expect to run. It's particularly satisfying with a /dev blaster *web grenade*

If it was a non-combat mob that ran, or from another enemy group? That'd be fine. If the ran into a door? Understandable. If he ran to get some backup friends? That'd be even better. But he's just running wildly with no clear reason and eventually comes back to stand with his buddies... the ones he abandoned while they were fighting, and somehow this is fine with them.
As scripts go, this one is really, really dumb.

So it happens on different characters with different powersets.
Other people don't have this happen or claim the game for them is working as intended.
The only logical conclusion is that the game senses the awesomeness that is Leandro and flees from him in terror.

I think I realise what the problem is:
Your toon doesn't actually look like a hero. So when the guy is in the Zig and all the Hellions are bragging "I'm here cuz of Statesman" or "I'm here cuz of Scarlet Shocker," your guy will be sitting off to one side saying "Wtf? Why couldn't I have been brought in by a real cape?"

Even without the drug buyer/purse snatcher run script, Slammers (up to and including Freakshow Tank Slammer Bosses) are very likely to run, and always have been. If I were to guess, it's baked into their AI. I never ever put my Rad toggles on a sledgehammer-wielding mob because of this.

When an enemy you're attacking (best thing is when it's the BOSS of the map, whether of B, EB or AV variety) runs frantically SO FAR AWAY that they break their leash, forget the aggro, forget all about you, and wander back to their spawn point.
My friend and I put down a boombox and dance and chat while we wait for 'must defeat' NPCs to return, because having to chase them AGAIN just makes our blood boil. It's sad that 'So how's the weather up/down there?' (I'm in Louisiana he's in Canada) has become so commonplace.
Funny thing is, though, I've thought that the music clip you played in your video should be available via the boombox, because I sure hear it in my head sometimes with the way the NPCs run!

There are no cuts and no edits. When you see the fast-forward sign on the screen, it's because the video is running at double the speed to keep it from becoming too boring. The actual chase time was close to five minutes. The soundtrack was gec72's idea.

That's working as intended. The hellions are having a drug deal, and the one selling the drugs always 'runs'. Defeating him before he can get to a 'safe spot' (aka, before he loses agro and starts walking back to his spawn point) will get you a bit of extra influence.
That's been in the game since launch.
I created a new character and sprinted around Atlas looking for an enemy who had just bought running shoes and was itching to try them. In fifteen minutes, when I was 3 bars into level 3, I had one: a Blood Brother Slammer in a group of four level 5 hellions, who took off as soon as I attacked someone else in the group.
This video is the result.
* Enemies are +2 to me.
* There's four of them.
* I attacked once and he took off.
* I was on the floor at the time, and kept getting knocked down.
* He fired no attacks before running away.
* The enemy I had attacked stayed to fight.

Note: even if it is scripted... why? I can see a good reason for one in the group to run away if they were facing a big group or a player several levels above him... but 4 vs. 1, and two levels above me? Does not sound like a very smart script. It would also make more sense if the runner was of a different gang (his Hellion buddies won't think very high of him now), or if he ran into a door to get help. The "Hellion Girlfriend" script in The Hollows is a lot better.
