As has been pointed out the dialogue often does NOT indicate that at all.

Oftens they say stuff like they are going to fight you.

Also unless I'm mistaken at certain points the mob ran just by Leo's character walking close to him.

I can see a good reason for one in the group to run away if they were facing a big group or a player several levels above him... but 4 vs. 1, and two levels above me? Does not sound like a very smart script. It would also make more sense if the runner was of a different gang (his Hellion buddies won't think very high of him now), or if he ran into a door to get help. The "Hellion Girlfriend" script in The Hollows is a lot better."

Even if it is WAI it's bloody stupid.

It is WAI. Their script (as in what they say) is busted, but their behavior is completely intended. I imagine the idea is they are invested in some illegal activity, and are running since they are "caught".

We can all agree it's bloody stupid, but aside from what they say, it's normal.
