Best Soloing Dominator
I am FAR from an expert on doms; I've made 2, a L50 fire / fire dom from the tail end of I8 and a lowbie elec / ice, so this is completely a YMMV thing.
I'm finding the elec fascinating to play since she doesn't have endurance issues pre-stamina and solos the Praetorian content quite well -- too the point where I soloed an EB by draining its endurance.
I have no idea how this combo will play out by the 40s, but I remember playing my I8 dom through the lowbie levels, and it was comparatively rough. The pulsing sleep on elec, FWIW, is pure win. Especially since ice doesn't do DoT so mobs frequently stay slept, even when I'm beating on them.
Typically I'll be standing next to one enemy, who's held and I'm beating on with melee attacks. The others are usually spread out so closer to one is further from another.
A long time ago I had very little success trying to use Hot Feet and Chilling Embrace together for this reason, and I expect Arctic Air and World of Confusion will be fairly similar. |

Just going to toss in my recommendation for Plant/Fire. Its a Powerset combination that matures very early:
Seeds of confusion, roots, and Fire Breath will provide nice amounts of control and damage at low levels. Six Slot Seeds ASAP and get hasten.
Things only get better with Carrion Creepers as this power can take Alpha Strikes for you. Drop it in the middle of a mob and watch them turn on the vines. Then attack.
That means along with Seeds of Confusion, you have two powers that can deflect aggro and damage away from you. They in effect tank for you.
My level 50 Dominators:
Madame Mindbender 50 Mind/Energy
Fly Agaric 50 Plant/Thorn
Nate Nitro 50 Fire/Psi
I would most certainly vote for Mind to be tops. By level 8 you have all the control tools you need and you can start working on damage with your secondary.
All you need to take on 95% of mob spawns in solo missions is Mesmerise, Dominate and Confuse. Anything else is cream topping.
3 Minions: confuse one, sleep another and hold the last. Locked down.
1 minion and 1 leut: confuse minion, hold leut. Done
Boss + minions: hit Domination, hold boss, confuse the rest.
Note however that a solo built mind dom is usually a spare wheel in a team where AE control and immob is king. In a small team of 2-3 people it rocks still though.

So far, I am finding my Electric/Electric dominator fairly easy to solo, although she does even better with a tanker, scrapper, or brute on the team. If she has a break free, she can herd and neutralize any mob within the space of a couple seconds, and defeat them at her leisure. Started a thread just now about her future build.

Not sure why Mind ranks so high on so many lists, it's not that great at soloing on a dom until 32 and even then it's still beaten by other sets. You can solo with anything, but best? I don't think so. It needs too much recharge to be top tier and other sets are top tier right out of the box.
Fire can be unsafe even on a troller so a dom is going to have it pretty rough if any mistakes are made farming solo.
Grav is just horrible. I'm sorry, it is. I know some people love it but it's a very broken set imo and under performs compared to every other control set in the game. Stay far far away if you value your sanity, unless you have some sort of concept you just have to try.
The discussion of the relative merits of the primaries in this thread is nicely illuminating, especially of the reasoning behind the playstyles that lead to some people ranking them differently. I want to sincerely thank everyone in this thread for confirming to me that Plant Domination has just the type of dickery I'm looking for (I love confuses and nastying up the terrain ).
I'm curious about the secondaries, though. I know Fire is highly regarded for general effectiveness, but I find myself wanting to go plant/ice or (slightly less enthusiastically) plant/thorns for the concept and personality of the character I have in mind. How do they stack up?
I think for a plant/ dom either fire/thorns/psy would be the best secondary,
Fire for the simple reason of its high damge.
Thorns has great AoE and SoC makes using that safe.
Psy for PSW, and DP, u could conceivably take on hard targets with the -regen u have.
I dont think /ice is a good fit. It has meh damage and powerboost isnt something I found all that useful, If I need any kind of boost on a dominator its gonna be the button named Domination. If you want an attack set with a ranged cone and a pbaoe with a couple other ST attacks /fire does it better.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

You start out with Mesmerise and Dominate from level 2.
You can now render any 2-5 mob spawn powerless while you have one held to wail on.
You can Hold - Sleep - Hold a boss to get them held without taking more than a single shot at you when Domination is down.
Early access to a single target Confuse.
At level 8 you can get Mass Hypnosis, which means you will have a whole group controlled for you to hold one to start killing without them ever taking a shot at you.
That's all you need until your powers mature and you may want to start doing a bit of AoE damage.
At 26 Terrify opens up, an Cone fear that does pretty decent damage while also soft controlling everything it hits.
And that is what makes Mind so good for soloing, the only real rivals for early reliable control is Plant with Sporeburst and Earth alternating Disorient and sleep.
/Edit Ofcourse Electric Control have now proven to also be a good soloing set, with an excellent pulsing Ground Target Sleep.

You also have a nice pbaoe damage and cone attack which will allow you to clean up anything in your sleep hold after you nuke the boss. Overall, the types of damage put out by Psi works very well with the types of controls in Elec. Oddly, elec chains, aside from the confuse, do not seem to mesh well with psi. You wake too many things up doing too little damage or control, and not enough focused aoe damage to make up the difference.

I soloed most of my way to 50 on a Mind/Thorn dom. The problem I had with control sets is the early immobilize, since it doesn't prevent an enemy from shooting you with whatever ranged attack it has. Mind doesn't have an immob, it has a Sleep instead, which was more useful to me.
Once I got to six, Confuse was available, and a three-man spawn was easy-peasy. Confuse one, wait a moment to see who he attacks, Hold that target, then Sleep the third. Blast the held target til it drops (with assistance from a confuzzled enemy), then Hold sleeping beauty, and blast him, finalizing the spawn by wiping out the confused fellow (the Hold animation has a "hold hands on head", which makes them look like they've gone into angst-mode for clobbering their pals :P).
