Hello, Z, and welcome to both City of Heroes and the Guardian Server!!
The best thing you can do is join the Guardian Global Chat Channel:
Type /chanjoin Guardian and press Enter.
You'll have to find an Op online and send a /tell to them asking to be unsilenced. To see the list of who is in the channel, click on Friends, and at the top of the little window that opens, it will say Server. Click on that, and it should give you a drop down menu with the channels you belong to listed. Click on Guardian.
Anyone with a white square to the left of their name is silenced. Anyone with a star to the left of their name is an Op.
To send a tell to them, type this:
/t @<NAME>, Hello. Can I please be unsilenced in Guardian? Thank you!!
Replace <NAME> with the name you see with the star to the left of it. For example, if Pennelope was on, you'd type this:
/t @Pennelope, Hello. Can I please be unsilenced in Guardian? Thank you!!

My advice would be to reroll on a more active server. You are new so you have little invested in the game characterwise. You might have more fun on a more populated server in regards to finding teams and learning the ropes on a new character.

Almost all the servers are yellow and the 2 Most active ones (Virtue and Freedumb) are occassionally greyed out because they are at the limit of users. That would mean there may be times you cannot play your character(s) on those servers.

HI Z! Welcome to Guardian. Here we have minotaur milking, pixedust sprinkling and if you're lucky you can have a cookie, unless Ulli has eaten them all already.
As for advice, joining the Guardian global channel is the very best way to get help on this great and friendly server. For studies on your own I strongly recommend you add http://wiki.cohtitan.com/wiki/Main_Page to your favourites. Even us greyhaired veterans dive into this hallowed fountain of knowledge from time to time.
Another idea is to join a good supergroup (SG) on the server. Look through this forum to find one that sounds promising and contat them in-game through @global tells. You an also just team up on any team you can find and join the SG of the nicest people you can find.

Welcome to the game and to the server.
While this may not be the most populated server, it not always about quantity.
For the most part, there are a lot of great players willing to lend a hand to a new player such as yourself. I have been with this server since I started over 6 years ago and this has been my only home.

Guardian is populated with great and friendly people. Mostly on heroes side and i think 5 on villain side. I switched to freedom because of the higher population and actual filled pvp zones. But with the new expanaion out i might play on guardian a little more.

Ignore people who say this place is dead; if you use the channels effectively and talk to people to build up a global list and not be a tool when you're on a team so you get invited again, you'll rarely be short of a team mate when you want one. I'm on UK time and so I'm working around a time difference and it's rare my global is empty or there isn't something to do if I want to.
As others have said, we're pretty friendly and helpful. You just have to get out there and meet us.*

If you do go with that option (unfortunately very few do), just don't forget to also leave a note with your global ID so I know who to unsilence.
welcome to coh's only clothing optional, cookie, bacon, and minotaur milk server. i've rarely had problems finding folks to answer questions and i've helped many a newcomer as well.
most folks are friendly and willing to answer questions.

Guardian may be less populated, but the ratio of "not-so-nice" players to "friendly" players weighs much higher to the "firendly" player side.
If you are ever looking for teams, task force, strike force, etc your chances of getting players who are friendly and know what they are doing is much higher also.
Plus.....we have the best bacon.
