When I wind up soloing an EB, I always go in with the EB Cocktail: 4 lucks and 4 reds.
If you have hover, that'd be idea. You could stay out of range of his draining power and do a number on him.

Like others suggested, use those inspirations wisely. I fought him about the same level, as an AR/Fire blaster, and I found that if I stood still, I was dead. If I ran around and made him have to come to me, however, it was awesome. It was a fun fight. Run, open fire, run, buff the attack and snipe, then repeat. I liked having to move around and keep away!

Couldn't do it with a mentored down Black Arachnia. I had to lower the missions level to beat him. It took me several trys before I gave up though.
He's a lot easier if you can get the heck out the way when he fires off his healing power. Range in a good thing in this case.
Stay ranged. Get a flight pack if you need to. I beat him at +1 difficulty on my Empathy Defender with minimal attacks. Play smart, and watch the text for when he fires his special attack. He should be easy for you.

bascially, use say 2-3 defence insps, 1 yellow and the rest red. dodge his silly schtick attack and you should take him before (or just after) they run out.
Always remember, we were Heroes.
Stick to ranged attacks, pop Purples and Reds to keep your damage up and keep him from hitting with his ranged attacks. If you don't let him get close enough to drain you/heal himself, he won't be much of an issue so long as you survive.
Given 10 insp slots, I'd bring 4 Purples (2 at a time should be fine), 2 Reds (1 at a time, he isn't that tough if he isn't healing himself), 2 oranges (pop one at a time, in case he does hit too much) and 2 greens (this is obvious, pop as needed).
If you can get larger insps (at the market, if you have the funds) all the better. My widow took him down with about 35% ranged def (didn't have purples at the time, didn't bother to buy any) and kiting. I think I used one or two greens. He wasn't much of a threat so long as I kept my distance, which is pretty easy. Remember, he has a timer before his siphon goes off, so even if he does manage to start it, so long as you aren't stuck in a long animation, you can get out of range before it hits.

Took me two tries though.
First time, he got me with the drain power and I knew that I couldn't get his life down from there again so I retreated.
Second time I kept sprint on, downed 4 purples and 3 reds and used Ice Patch liberally. The fact that he starts to run after his life gets low helped a lot. Chasing him into the flames is a bad idea though.
When the 4 purples started to flash I downed 2 more. +2 EBs suck major Aztec for blasters.

Are y'all using the small inspirations or the "bigger" ones? I used 5 mid-level purples and reds each against Burkholder, but didn't have the cash nor did Wentworths have 5 more of those inspirations.
For my fights, because I get knocked down to lvl 29 from 34, Protean cons red as a lvl 29 (I think) EB. MA/SR scrapper here.

I've beaten him a few times and given up a couple times only to come back to the mission once I've gained a couple levels. In the future I might email myself a bunch of giant-sized inspirations so I don't have to wait around to gain levels to take him on with weaker characters.

I haven't tried this move yet, but I did like a suggestion I saw about pulling him over until you're next to the elevator and using it to dodge his Monster Drainage (or an escape hatch).

I also thought that from what my double said, I could use the explosions and fire around the room to do him damage if I lured him into them...turns out not.

My second go at him on my kin/ice defender was even easier than the first. Siphon Speed and the ice attacks had him lumbering around like a stone tank, Transfusion kept him from healing while Transferrence kept his endurance too low for him to fire off his drain, and Siphon Power and Fulcrum Shift meant the few attacks he managed to fire off didn't do much damage. I started the battle with a full inspiration tray, and finished it having used a breakfree and a small green.

Ok, I'm doing the Jenni Adiar arc and I'm about to fight Protean.
I got through the mission to the end and found out that he spawns as a +2 EB. I'm a 23 DP/Ice blaster. Do I need to get help or can I actually beat this guy?
I handled Burkeholder, but he was a +1 EB. I had to log so I didn't start the fight, gonna run through the mission again later on.
Bear in mind I only have 10 inspiration slots. Running a standard build with common IOs. Took all my DP powers up to Executioner's Shot and on the ice side I have Frozen Fists, Ice Sword and Ice Patch.
I've noticed that most EBs seem completely immune to knockdown though(which is really a craptastic thing).
