War Mace is sickeningly good at mitigation
Have to agree with OP. I have a 28 WM/Shield Brute and it makes the Pre-IO period managable.

I have a mace/electric brute as well. Yes, Crowd Control, or WHAP!, as I like to call it, is extremely fun. And yes, Power Sink will be a huge help to your endurance issues, more less resolving them entirely. In the meantime, be sure to get that recharge up on Energize, which provides a bit of endurance help. Plus, you'll probably want that heal if you aren't doing something special with your defense through IO's; as a resistance-based brute, you can get swamped by sufficiently large numbers of things like Spectral Demons that poke at your Negative Energy weakness.
For even more stunny goodness, you can pick up the dirt-cheap Energy Manipulator: Chance to Stun IO and stick it in Lightning Field. This will sometimes cause minions who draw near you to be stunned purely through the power of your sickening goodness, plus add an occasional, incidental layer of magnitude to your regular stuns. Certainly not necessary, or even optimal, but fun.

Back when Shields was in Beta Testing, I made a SD/WM Tanker, who got level bumped to 50. I wasn't impressed with Shields at the time. Around November of last year, I logged into the Training Room for something or other, saw him, and decided to give him another run.
I loved it, so when we got the Free Server Transfers, I moved my WM/SR Brute to another server, and replaced him with a WM/SD Brute. Much fun!!

I dusted off my 44 WP/WM tank, and I was pretty amazed how well her performed. He's built to a total meat shield, so i didn't put any emphasis on attacks unless I had nothing left to take/slot for defense. He was actually mopping up mobs pretty soundly! And yeah, crowd control is the shiz.

I'm only up to level 26 (highest macer ever), and I have to say, overall, the set is ridiculously good. The damage is good, but it's the mitigation that is is amazing.
Clobber is one of the best melee powers I've ever used in this game. Auto Mag 3 stun with great damage. Just got shatter. 100% chance for knockdown with a Shadow Maul cone? Yes, please. I can reliably stun the biggest non-boss threat with Clobber and then take a step or 2 back and knockdown 2-3 mobs reliably. Jawbreaker is 75% chance for knockup. Which means much more often than not, I'm sending someone flying into the air.
And crowd control, which I don't have yet, also does 100% knockdown.
My secondary is electric, mostly to offset mace's big end drain and to get lightning reflexes to speed up the attack chain. It's fairly sturdy, but not nearly the best, but mace makes it a lot more survivable. You can tell the set was designed for tanks. Too bad it took them years to fix clobber.
For those who have never tried mace, do yourself a favor and try it.
