On the contrary, Cole's goal is to keep the world safe from the Devouring Earth. (Or at least Nova Praetoria; we haven't seen all the zones in GR and how far Cole's protection extends)

While some may call his methods draconian, Nova Praetoria is definitely a utopia for its residents.

Cole does not define societal norms; society does. Cole enforces the law of Nova Praetoria. Law and societal norms are two different things. In most areas, "obey the law" is a large societal norm (though in some countries around our world... urgh), but many norms have nothing to do with the law, and as long as the resident's aren't violating Cole's laws, nothing happens to them.
