Try it on a defender. On a blaster it's 'meh' but on a defender it launches itself to pure win.

I'm sorry, but for someone like me who's "blaster casual", Dual Pistols + Energy Manipulation = Pure Awesome.
Well, "real numbers" are available in the game. Why don't you go compare it to another set and tell us exactly why it's weaker?
It sucks if it "seems weak" to you, but that's hardly a reason to change anything.

No, friend, just because you personally don't like it doesn't mean it's failing or will be ineffective. Please go to Atlas Park, Galaxy City, or Mercy Island and pick five random new characters. I promise more than one will be wielding Dual Pistols. I also promise that these low-level zones will be far more populated than typical.
The launch was generally well received, despite your KKS.
Incidentally, would anyone back me up if I entered KKS into the Urban Dictionary?

Just because it doesn't insta-win doesn't mean it's underpowered. Besides, what's better? Being Overpowered and then nerfed? Or Underpowered and then buffed? I know which one I'd rather take, if it turns out to be true.

Is it just me, or does this set seem ridiculously underpowered compared to other sets. Low damage, little useful utility. Right now it looks to me like the worst blast set. Why not make it at least comparable to existing sets? If this is the "New Toy" that's supposed to be part of bringing back old customers and gaining new ones, then I don't think it's going to be effective. It's a little bit like this video:
