Anyway, most of the villain groups in the game are human beings, and not other species. Therefore, they shouldn't have their own group names.

Those are groups of animals, though, not people. Groups of people are all called the same things, regardless of their makeup.

A Pride of Lions, a Gaggle of Geese. You get the idea. What would you call collectives of various groups in Paragon City and the Rogue Isles?
Hopefully this hasn't been done before.
Some groups seem like they'd be too awkward such as Devouring Earth or Carnival of Shadows but others should give a wide variety of ideas like Malta, Crey, Clockwork, etc.
