Thorny, I think you are overreacting a bit here. I doubt that the OP tried to blame the Dev's for anything here. He probably noticed the issue and imagined that some people could indeed blame the Dev's for this.
If I were you, I would wait for someone to pop up and claim:
What, no WL in PO and mercy? This is an outrage, how da.....

This is simply Paragon Studios showing us what we knew all along; that villains are superior.
They know that, unlike the delicate heroes who need to have their hands held for practically everything, villains have the strength and determination to reach a threat level suitable for Cap au Diable in no time.
Why else would Villians have to fight for their patron powers while heroes have them handed to them on a plate?
None can deny our superiority, not even the developers.

If the devs really hated villains, the next update would be called "City of Heroes: Redemption" and only allow villains to "see the error of their ways" and become heroes.

I could have sworn there was a WL in PO last night on Freedom.
If you looked closely, you'd have seen the WL had "hate" and "more hate" tattooed on its knuckles.

I'm not a high enough SG rank to do that, so...
I think the last time I went to Port Oakes on a toon that wasn't leveling there was either to hunt for the Gangbuster Badge, or to meet up with someone's lowbie alt for an RP scene...
Cap is pretty much the Villainous version of Atlas Park anyway, it just comes at a higher level, so it lacks the centralization of Atlas Park.
(If you look at it, it is the "Hub" of the Rogue Isles. You can access every city zone, Bloody Bay, Cimorea (though the university) and the RWZ. The Black Market is always populated. There's a University and Midnighter Club Access, as well as Origin Stores. Plus it's one of the nicest looking zones in the Rogue Isles. Oh, and there's the huge Globe. TAKE THAT ATLAS! OUR GLOBE IS BIGGER!)

No, No, No. This is PROOF that the Devs LOVE villains.
Allow me to explain.
We villains HATE Mercy. Our hate for that festering wasteland is so strong that we refuse to spend any more time there than absolutely necessary. Because the Devs love us so much, they have decided that the Winter Lord will not spawn there. This removes any need for us to return to that squalid pit of hopelessness (except to run "O Wretched man again".)
Now Port Oakes, we don't mind Port Oakes that much. We're actually kind of fond of it. Mainly because it's not Mercy. Still, becuse it is so close to THAT place, the Dev's decided not to let the WL spawn there just to keep us from accidentally using the wrong ferry and ending up back in....Mercy.
Nope, the Dev's love villains. This proves it.
