What is the "official" name for butt capes?

Waist Capes.
You get one by rolling an Arachnos Widow (female only? not sure) and making it part of her first costume slot (the Uniform).

It is not available for all characters with regular costume options. Arachnos outfits only. Closest you can get are the tails for the Wedding Tux from the Wedding pack.

It's called a "Waist Cape." It's available to Widow VEATs.

And damn, it would be nice for male waist capes, or a suitable equivalent.

Keep in mind that the Trench Coat is also basically a "butt cape", just with a forced texture and forced top that you can't change.

It's called a bench sweeper. Its purpose is to get leaves and road dust off park benches before you sit.
