I'll have to check PI again. Last time, even at 47, I wasn't finding anything real. RWZ...death is not xp. 
But really, to just get the block, the big spawns there might be fine.
I was only in Cimerora for the first time last night and there was no free time. But you're right, I did see a green on my way out. I had to kill him because he chased an abandoned giant fly trap and killed it. Basterd.
I'm not sure on that sewer thing. When my scrap, at 41, joined a lowbe sewer mish, no one got xp until I quit.
In RWZ and Cimerora, there are contacts that give you "infinite missions" so you don't have to fight out IN the world with those large mobs, you can run door missions all day long in those zones solo if you wish.
When I wanted to just finish off a 49 quietly and quickly, I used Shadow Shard missions.
My first 50, I believe, dinged that way. I had cleared the cave, on a "find monuments" mission for Dr. Boyd. Needed about 5000 points (which would happen on Mission Complete). Walked up to the last monument glowie. Reached out...ding. Enjoyed the quiet moment.
Took a 48.8 on an Imperious TF...got clear to 50 on that run. As a soft spoken samurai my comment on team was "My goodness...I appear to be level 50."
My scrapper doesn't need an AoE. She IS an AoE.
-PI: Check closer to portal corp, there are often lvl 48-50 CoT in the parking lot
-Cim: there's a lot of high level guys around the whole map - I think the higher level ones tend to spawn closer to the wall (northern edge of the map)
-RWZ: lvl 48-50 tend te spawn in the Point Du Hoc area. But yeah - they tend to be Hazard zone sized spawns.
-RV: depending on your server and what time you play, this might be ideal. Grab yourself a havy and atack groups of arachnos with it. Or attack the lvl 54 pillbox turrets. (and if you like the shineys - there's badges for pillboxes captured, and heavies controled)
-If you're going to enter the shadow shard (ideal for soloing, as no one else is ever there... although the spawns are tough.) there are lvl 48-53 Rularuu and Lanaruu throughout the entire Storm Palace zone.

Honestly, just go to RWZ and do mission after mission from Borea.

Also, for the OP: You could do your missions as assigned from contacts. Or, joining any team or task force or trial should get you xp, unless you have "old-school" exemplaring turned on.
Silliest 50 ding: My other friend hit 50 off an exploration badge. No kidding.
First and Best 50 ding: During last mission of the Faathim the Kind Task Force. Thanked all, hung out in the "Death Star", checked out the scenery, and reflected.

We had someone ding 50 on a Posi, but I didn't consider this.
Dang-it, I know what my next solo to 50 project is going to be. Actually, wouldn't be that bad with the +5 exemp changes.

If you have the patienence for it, and whatnot, leveling up via runnng up /facing soth the Atlas globe and leveling from the Top Dog badge is cool.

Kick surgeon, back off. Surgeon won't follow so get back to him and kill him. Use terrain to space the 10+ out. Flight was key.

I was surprised you went with my suggestion to try the Cim wall and you used the same scrapper tactic I did on the surgeon to make the job easier!

By default, screenshots don't show the UI. You have to enable it every time you log in via the / command /screenshotui 1
