My 1st toon is in a rut
You can buy Single Origin Enhancements for your level range from stores in RWZ and the Midnighter Club. You may have to scroll for some time to find them, but they're there.
If you are interested in IOs, you will probably have to buy them from Wentworth's piece by piece.

You do realize you can buy SOs from the store?
For a level 40 Hero, you can buy your lvl 40 SOs from Ghost Falcon on PI (requires you to run a mission first), or in the Rikti War Zone (and, IIRC, in Cimerora and the Shadow Shard as well).
You can also sell some of your IO recipes, or place them on the market in a slot (don't list them though) to store for later. I'd personally try to buy some lvl 35 or 40 common recipes and use those over SOs (because lvl 35 IOs are equivalent to the best SOs, and 40s are superior to the best SOs, and neither ever have to be replaced, so they'll generally be cheaper in the end as well!).
Also... don't try to 'make all your mistakes on one character'... cause that's a mistake! This game is all about the alting!

I was under the impression that 25 was the highest I could buy from the stores and didnt know that other zones had venders that sold higher level IOs. Now I do.

I'd second the wiki - specifically Stores. As you can see, the Tech store is Mark IV in Founders Falls, who will require you to run a short mission. Mark IV will sell enhancements up to level 40, and can be accessed at level 30. If you have access though, the Midnighter's Club, Cimerora and the RWZ all have stores that will sell you enhancements of any origin, from level 35 up.
You can of course choose to fight enemies that drop enhancements of your origin, but it's far easier to just sell your drops and buy from the stores. I don't recall offhand who drops Tech enhancements between 30 and 40, but I suspect Council and Freakshow are your best bets.

Also, the origins of the SOs dropped by the critters are based on the origin of the enemies you're fighting, not on what you are. If you want to try and get SOs via drops, try fighting 'tech' based enemies like Freakshow (I'm sure there are others, I'm sure you can look them up on the paragon wiki if you want to go that far).
SOs can easily be bought by the RWZ, Cim, Shard, or PI vendors as well if you want to go that route. At your level, you might want to seriously consider looking into common IO recipes. They take more time to craft and make, but are more powerful and don't expire as you level. Check out the recipes on the wiki, get the new Mids (they just updated it with all the issue 16 stuff). It can really help you plan out a character if you really want to get out of the rut. At level 40, you can probably get some decent Set IOs as well to boost your character even more.

Also keep in mind that the enemy type you fight determines what they will drop. Mobs like the Circle of Thorns will drop Magic enhancements. Same goes for Salvage drops.

There is a store contact for tech enhancements in Founders Fall I think. If he isn't there then in Brick's Town. When you talk to him you will have to do a couple missions and then he will start selling you SO enhancements. Another way to get SO's is to run some AE missions for tickets and use them to but SO's from the vendor in the AE building.
One mistake I know I can admit to is that I have been SK'd on some higher lvl TFs which inturn netted me a full inventory of recipes that are beyond my current use. (45-50) So crafting usuable IOs is out of the question at this point.

Also, before you ever bid on a crafted IO, first check the prices of a recipe and the salvage needed to create it. I've found a lot of times a crafted IO will go for far more than the recipe, salvage, and creation fee, so buying the ingredients and making it myself can sometimes be cheaper.
The key to being successful at WW is patience. I start bidding on things before I get to the level where I can use them. (How far ahead I bid depends on the rarity of the item and how fast I'm leveling, so I have no set recommendation other than "before you need it.") Since there is absolutely no need for any IO in the game*, I bid low and wait it out. I'll increase my bid if I'm really not getting anything, but there's not much I can't wait for.
*To be competitive in PvP, they may be more valuable and I can see you'd feel a need to have them if you're facing someone with Perma-Dom and you don't have it, for example. Aside from being competitive in PvP, there really is no need for IOs, just wants/desires. You can get through the game quite successfully without having any.

I just wanted to reiterate that you can sell Recipes at a regular store. Some people, like my brother, have a hard time grasping the concept at first which I think is due to where they're located in the store's window. That is, they're on the left side and you have to scroll down past all your Inspirations, which you can't sell.
Note: high level "common/generic" IO recipes sell for quite a bit at a regular store. You can sell them at Wentworths too to other players, but you generally won't get as much. On the other hand, named "Sets" IO recipes sell for a pittance at a regular store. However, certain highly desirable Set IO recipes will sell for millions at Wentworths. Be sure to check Wentworths before clearing out Set IO recipes.

The Wiki is correct, Holsten Armitage is a Science store that has Dual origins, which cover Tech because Sci/Tech is an option. He is in the Eastern part of the zone, behind the Zig prison.

You misunderstand me. Holsten in Bricks is Science, Mark IV in FF is Tech. They both have Sci/Tech DOs, but only the SOs of their own type.

I joined the game a little while ago, decided to create one toon to take all the way to 50 so I could make all of my mistakes with him and afterwards start other toons with the knowledge from the first round.
lvl 37 Grav/Emp controller
The last 6 or 7 times I been out with teams, I have noticed that I am picking up full racks of enhancements that I cant use. My troller is Tech based and every enhancement i'm picking up is anything but technology based.
Now i'm at a point where my toon has out leveled over 95% of my enhancements. So I went to wentworths only to find 3 lousy lvl 40s that I could use.
One mistake I know I can admit to is that I have been SK'd on some higher lvl TFs which inturn netted me a full inventory of recipes that are beyond my current use. (45-50) So crafting usuable IOs is out of the question at this point.
What am I missing?
