Yeah, similar things have been mentioned. Though actually, I16 (not GR) has that out-of-series character creation they mentioned, perhaps that could be adapted. Same with keeping powers as they are, but redistributing slots (which has also been asked for, but IMHO is a touch more likely.)
They could, perhaps, look at Mids interface for inspiration on a semi-respec. Select some powers, have it show which slots/powers would be affected (and have dependant powers removed, as well.)
Indeed: with the new addition of the 60 month vet reward, it'd be very, very nice to be able to JUST respec the power pools, or just your enhancements, or just one powerset's order.

No kidding, especially with IO sets that can slot into multiple powers, taking screenies, or having Mids open to remember what goes where.
I've passed on a couple freespecs just because of the minor hassle involved to change a single thing on the build you'd like to try differently.
My last one, I took a screenie, decided what I wanted to change (it was all of one power, I removed teleport, and took flight instead, and then added combat jumping for defense) and actually it worked pretty well. But there were plenty of ways that I've screwed up respecs too, and I don't "do" respec trials for the specs - I have plenty of vet rewards for those. But still, a "partial" or "poolspec" would rawk.

I'd like to go even further, to something I'd like to see. I'd love it if we could respec a char to a user decide level. For example on one of my tanks I took a power at lvl38 and after playing her for a bit I'd like to change my choice. But I don't want to have to rebuild her from the ground up I'd like to just be able to roll back a level or 2 to make a minor adjustment. I can see other instances where someone might want to change somethign farther back but again not have to compleat a full re-build.

Basically freeform, or dynamic respecs would enable that ability. Like Bill mentioned, Mids hero designer is a template of how it could work (notice the "dynamic" tab).
With so many formerly untenable options being unveiled of late, this one would be a fabulous QoL addition that' would be well received, you would think.
I too was under the impression that you wanted to change primary and secondary powers.
I was pleasantly surprised that such was not the case. I like the idea of respeccing only what you want to change without having to rebuild from the ground up. My main scrapper hasn't changed anything at all from level 1-24 over the last 6 respecs that I've done on him. The ability to start at level 25 and go from there would be great. Or even just an enhancement slot respec. It is annoying as hell to have to completely rebuild your character just to move 2 or 3 slots to a different power.

As mentioned, I've also passed on trying to bank an upcoming Freespec as the tedious task of burning a previous one, even for a desired change, was too much of a chore.
Being able to utilize a Respec in the same fashion as Mids' would be really nice.

This would be an awsome addition. Would cut down on respec time when you just want to move one slot to another power.
I typically avoid doing any respecs after 47 unless I am so terribly unhappy with a build, specifically because of the task of going through a respec...this would be fantastic!

The extra functionality of respec'ing only the section of the power set you wish to alter.
).
For example, you don't want to alter any part of your Primary/Secondary, but you wish to try a new Epic/Power Pool on your AT.
Dynamic respecs would be a fairly large QoL upgrade (for GR..maybe..
I'm guessing this has been offered before, but I don't have the time to searchFu right now.
