Well, in one of the ancient pre-launch CoH trailers, there was a list of enemy groups, including several that never made it into the game, so they may reuse some of those ideas.

They are going to cause massive amounts of Nerd rage on the american forums if issue 15 isn't out by April 28th. Luckily us more measured chaps at this side of the atlantic will be able to relax with a glass of port and a cigar while we watch the fireworks.
I'll be glad if they can pull it off, but still.
On the subject of the fifth, I'm so up for fighting Nazi's on the moon... that would be true awesome.

Yes, actually, the two people you are calling 'pedants' had decided that that was what you meant.
What we are actually confused about is that you claim these non-weapon powers are uunder-represented. I fail entirely to see how they are, particularly after the proliferation that has gone on so far.
'Weapon' sets are also pretty much restricted to melee ATs, which are not exactly the majority.
If you can think of some powersets which don't exist which fit into a non-weapon form and could actually be viably implemented, then please suggest them, but I can't help but thinking that you're actually totally kidding yourself here.

But what are those powers we have most of the basic ones already the current "spandex" powers in game cover energy(unspecified,radiation,electrical,negative), fire, ice, gravity, earth,plant manipulation, weather manipulation.
also the devs have said in the past that they've looked at implementing things like shape shifting (difficult to do and make it look good) size/density alteration (again difficult to implement) they also tried to do a water blast set but it looked bad so it morphed some what into what we now have as energy blast.
What "spandex" powers do you see as missing from the game?
You missed out SuperStrength (Superman) and Martial Arts (Batman, Black Canary), but yeah. I don't get it.

I believe rogue of X-men has this ability originaly.
And offcourse multiply/dupping yourself. (even WoW got this!)

Spiderman? He has some of the coolest "non-weapon" powers... but he is stronger than most.
Daredevil comes reasonably close given he doesn't rely on his billy club so much but is a maser of martial arts too.
How about Flaming Carrot? Or Howard the Duck?

not been mentioned but how about chains ghost rider and spawn. While were at it rather than morphing in to other builds how about shrinking and growing i.e gaintman antman atom to name a few. Could be used to sneak like a stalker or to be a tank/brute.
As for 5th I'm happy to wait and see but what is nice is to see players looking forward again.

There are a lot off weapon users in comics heroes and villains.
Don't forget the game is inspired by comics - it's not a replica of another comic book universe, it's a universe all of its own that's based on comic books, so there's no "rule" saying exactly what kind of powers and weapons we can or can't use

Well I have to say that'd get me to play the game!
The power selection list looks massively different to what we see today mind you.
I spotted 4 groups of viilains whose name isn't in the game.
Revelation
Killing Crew
Twightlight Men
Fear Factor
Might be more.
