They're basically an auxiliary add-on to the Rikti (a bit like The Lost but without the close genetic ties ) - the Rikti found them in another dimension and shipped some of them to Paragon City to cause trouble, basically. They get quite a few missions scattered around, though - they appear on some arcs, in a Trial and in zones (Perez, Sewers, etc).
I don't think you can really class Hydra as potentially a major-faction-in-waiting, for the reasons GG has stated, and because they already fulfil the only niches in the game where they could fit.
It would be like trying to argue the Contaminated, Infected, Luddites, Goldbrickers, Arachnoids, Dockworkers, Scrapyarders, Cage Consortium Guards, Wailers, Prisoners or Spetsnaz deserve more content, when basically all of those factions already fulfil the niches they were created for.
Although, depending on thier level of intelligence, the Hydra might possibly rebel against the Rikti sometime.

You could get an AV hydra that gets all intelligent and leads the Hydra in their quest for revenge. Like the "big brain bug" off Starship Troopers.
The Wyvern don't seem to hang around long in the rogue isles only a few missions pre-20 then almost none after.

That's true, so we could end it there as that. But it's awfully convenient (Zone w/a faction whose leader turns things into gold, Origin of Power arc talking about his power) for Cap to have a contact whose Car is entirely made of gold, and iirc, doesn't have any missions against his own faction.
But you're right, there's nothing ingame to confirm that. Though back on topic, the Goldbrickers are rather small fry compared to the possibilities of Coralax arcs (for example)

I think it's pretty heavily implied, but it's never stated as a fact.
Yea I'd defo want more Hydra/Luddite/Gold Bricker and Coralax mishes they're factions that just dont get enough love IMO.
Gold Brickers could easily replace some Sky Raiders missions or simply hve an arc where you're both after the samethng (being greedy villains!)

I'de love to see a proper Luddite arc as they are so much tied into the history of Cap, maybe at the end you should get to fight Deathsurge.
The Knives don't need much in the way of development, they are part of the Malta group, and they have plenty. Wailers have lots as well.
I'de love to see more Skulls and Hellions in the rogue Isles too. That and BP, some cool mobs, but not much made of them.
There are a few mob types I'm quite glad are not in the game much; Shivans, storm elementals, Knives etc, mostly cos they are just naaaaaasty.
I suspect Shivans may be more developed in coming Issues

Goldbrickers and that, wouldn't really be that much of a developed group however Spetsnaz would be a different story.

Yep, I'd agree with this. All they seem to do is pick fights with Arachnos and other groups in zones.
Although the Shaper AV is one too, but the mish he's in is stuffed full of Freakshow cultists.
