Eh? The bug was that those powers lasted too long in PvP. Why were people excluded from something because of it?

People were being Perma Caged because of a specific threat that they posed against the opposing team in the Arena. Taking them completely out the game/match, and as you can imagine, spending 10 minutes permanently caged isn't that fun.

Don't cross your fingers on that one, it'd help villains so it's a no-no.
Thing is if they changed CM etc... to not stack from the same caster you'd just find teams with more than one empath/sonic/thermal... oh wait. You already do.
Still, it'd mean one buffbot Emp in Hosp wouldn't negate Dominators and Stalkers massively..

An Empath just parked in a zone hospital won't negate anything, unless you're only fighting just outside the hero base. You only really find stacked CM on whole teams if there's a decent Empath actually trying, and really doing their job.
My only issue with CM is the fact that villains don't get a full equivalent until level 35 (Clarity), and even then, it's on a powerset that just isn't that great for Corruptors.

Min/max'ed arena teams ? Who cares. More PvE/PL, team composition and organisation than actual fighting.
This change would help a lot casual zone pvp.

If the PVE Duration is 30 seconds base, then the PvP Duration is 15 seconds.
If the PVE Duration is 20 seconds base, then the PvP Duration is 10 seconds.
The bug was that the PvE tags weren't marked to exclude players, so those attributes took precedence over the PvP tags.
