BS/Regen is verry goood!! awesome single target damage with 2 ok Cone/AofE attacks.... however it is quite slow for the first 28 levels but the final 2 attacks are wicked and wen u get them ull be happy that u kept goin.

It does depend a lot, what kind of scrapper You wanna?
I would recommend secondary power set as regeneration, it's the best. Dark is also good, but reneration is better.
For team work I would recommend for primary: katana, broadsword and spines. Two first are more single damage and spines little more AoE. As for soloing, it doesn't really matter, because all of the primaries works well.
Actually, I'm pretty sure it has to be a fact that Spines is the best Scrapper set. Perhaps even, overpowered.

Lol, I heard that. On the test server event where every1 got a lvl 40 or more most of the scrappers there were spines/regen.

mainly being a ranged melee class, saves you from having to chase 
I think best is subjective though, spines just seems easier for a lot of people to play

For me at any rate, my DM/Regen is the mutts nut's in PvE. I've even taken him to PvP land and he's done OK despite me being totally shocking in a PvP environment. FA + ToF is the business.

Still, it worked for me, but regen does seem to be the most popular choice for secondary powers for scrappers.

Well, no Scrapper is "best", some are just better than others.
Broadsword is quite endurance heavy, so I'd only suggest going /Regen, as it means you shouldn't have any problems.
Spines/ is also very heavy, and can be sometimes with regen.
Broadsword is very high Single Target damage (meaning only to one enemy at a time). Spines is very good for killing lots of minions very quickly. Dark is very good for buffing/debuffing. Everything is in it's prime somewhere.
Why would you want to kill one thing very fast when you can kill many things at once fast?
Spines is best.

actually through playing ma/regen katana/regen spines/regen and bs/regen i see katana and bs at a shared 1st place, spines 2nd and ma last
dm and claws didnt even make it past lvl 10
