Numina ?
you would be better off putting it in health. it is a constant buff that way.
kinda, if you slot it in an auto power like health it is always on non stop but since you slotted it in a click power it goes off every time you use that power and stays on for 120 seconds.
I would suggest and immediate respec and throw it in Health from the fitness pool or in True Grit. That will keep the effects of the proc permanent.
Note: do the same with the miracle proc and the regenerative tissue proc if you decide to get it
i would have to respec and 4 slot health as i have 4 i/o's from the set. Is there a way to know that the power is active ?
The only way to see if it's on is to monitor your regeneration or recovery rate. There is no icon.
While the wiki is technically right that it's a "chance" to go off, it's a 100% chance - you get the bonus every time you use the power, or once every 10 seconds in a auto power, or an active toggle. Note that it doesn't stack with itself - if you trigger it while it's still up, it just extends the duration.

you don't have to 4 slot health. 3 slots works fine for it. keep the +regen/+rec, heal and heal/? you have and sell off the 4th one to get infl to get the io's for the power they come out of.
Midnight Grasp doesn't take heal sets, so Im assuming you mean siphon life.
Siphon Life is pretty much part of my attack chains for dark melee, so the proc will be active unless you are just hanging around.
I'd have to say dont respec immediately, but maybe consider moving it the next respec you use.

You can see if it's working in the Combat Attributes window (on the power tray, click on Powers; at the top of the Powers window, click on Combat Attributes).
You can then open up a Monitor Attribute window by right clicking on Recovery. That will create a tiny window that displays your current Recovery Rate. When Numina is active, you'll see your Recovery Rate jump.

This is what I recommend too. After you use that power, for the next two minutes you'll have increased regeneration and recovery. If the power is part of your attack chain, you'll pretty much have that buff active almost all of the time you'll be in combat, and for a significant period afterwards. If you're standing around not fighting, you won't have the buff, but then again, you won't need the buff. So I wouldn't rush to get it out of there as it's still functioning at very very high efficiency. I'd just move it to Health when it's convenient or whenever I got around to respeccing.
I like the regeneration from Health, so I wind up three slotting Health with Heal enhancements, and then use additional slots for things like the Numina and Regenerative Tissue uniques.

That isn't untrue...If it is already up, the current duration is less than two minutes. Resetting it back to two minutes, unless my math is way off, will 100% of the time extend the duration since two is greater than less than two.

The initial staement wasn't so much untrue as unclear. "Extends the duration" could be understood to mean "add 2 mins to to the current duration", while "resets the duration" can't be mis-interpreted.
Anyway, seconding Catwhoorg and Barata: If you have it in Siphon Life, and SL is part of your attack chain (which it darn well should be since the damage boost), you're good to go.

Zombie man went and added the proc tag to it the other day - we need a 120 tag, but for makeweight sure people don't misunderstand it (we had someone thinking it was a global, which is the set-bonus like IO) he tagged it such. Mechanics are the same, just not a random chance

I hate to tell you... but that's not true.
I live in a state where our School zone signs where changed from "while children are present" to "At all times" because people where unsure exactly what qualified as "children are present" (some had hear a kid using the toilet could qualify, if the cop happened to know someone was in it, for example).
They now read "School days, 7am-5pm" because people where confused as to what "At all times" meant.

This enhancement has a chance of taking effect each time its power is used.
Unique: No more than one enhancement of this type may be slotted by a character.
