-PvP: This is, in my mind, the ALMOST. Stone Tanks are slow, so in PvP, they don't win....they don't really LOSE...but they don't win.
Now, I might be 100% COMPLETEY wrong about this buiild. If I am, please tell me.
Any and all feedback/opinions/ect ect ect would be awesome.

IMO Stone tanks dies in PvP. They use to not die as much since all they did was teleport away and all the way to the safety of the base. But i'm pretty sure stone tanks are pretty squishy in PvP now.

Alright then, instead of focusing on my explaination, I'd like to ask for feedback on simply Stone/Elec with Arctic Mastery. Pros, Cons, ect ect ect
Well since Stone/Elec/Arctic doesn't exist yet ....
I can say Stone is a tough Tanker (the toughest in fact out of the box) and ponderous to play (imo) due to the recharge and damage penalties.
Arctic Mastery is decent but Ice Storm can be antithetical to many Tanker builds as many of them require mobs to be in melee range en masse (WP, Inv, SD, etc ...). For Stone Tankers, it might be more of a chore to try to go chasing the mobs that are trying to get out of Ice Storm then the damage and effect is worth (then again combining it with Mud Pots might be win too).
Elec Melee ... big fat MEH (at least from the Brute version) but more potent in a PvP context.
I have a stone tanker that I sometimes take to PvP events. I turn on granite, rooted, mudpots, and whirlwind, and just move around very slowly like a force of nature. There isn't much point to this, but that's generally true of PvP.

IO'ed out WP/ tanker beats out Granite in survivability imo. Survive just as well, and not have the movement/dmg/recharge negatives that Granite gives you.
Before I gutted her, my WP/EM tanked Recluse at the end of the STF, without any help from Defenders/Trollers/Nukes/Shivians...just my tank and some skittles (the /RAD left, and I can't recall if we had a /TA on the team, but even if we did, they stayed with the rest of the team on the towers)...
Kept aggro, kept standing, beat the TF
I'm not saying don't go Stone Armor. But I don't think I'd call it the number one survivable tanker anymore.
That, and all to often I see Granite Tankers not using Rooted in Granite, and thus dying. *Shakes head and weeps*

I can't comment on Stone Armor, as I have never used it, but I can comment on Electric Melee, as I have used it extensively. To be blunt, electric melee has very poor damage. Until you build up fury to about 50% or so, all you're really doing is annoying the mobs. And seeing as tanks don't get fury (but I think they have slightly higher base damage iirc), combined with the damage debuff given by granite, i'm pretty sure that this combination would not be very effective overall.

It can, but it's usually easier to drain the hp bar first.
The only times I've ever really done it was on teams with my ff/elec with a kin/elec partner. It's possible, but on a decent dps team you'll kill the AV before the end gets drained.

If you're going to compare an IO'd out toon you have to compare it to an IO'd out stone tank.
As an example My stone tank has:
capped defense to all types. (including psi)
capped resistances to all types. (excluding psi, but with capped defense it's never been a problem)
around +15 rech while in granite.
Moves at 25-ish mph in granite.
I've never seen another non-stone tank achieve those levels (and truthfully I've never even seen another stone tank, but I'm sure someone could probably tweak the build even a bit more).
Oh... and I rarely use rooted while in granite unless I'm facing an AV or a few other exceptions (and didn't even before I was IO'd out to the gills). Don't need to. I literally can't remember the last time I died on this toon including in the limited PvP I've done. Rooted + Granite is unnecessary for a large majority of a stone tanks life.

While IO resistance bonuses are pretty laughably small, when you're in Granite and sitting at 77-80%, needing only another +10% to cap, suddenly that bonus every single damn purple set seems to have (+2.52% Fire/Cold) is moderately useful. Similarly, the new PvP +3% resist IO (Wtf, only 3%? That's retarded!) is a sizable chunk. And if you're an old fart Veteran, the +dam/resist buff pet can throw you another +5% (hey, don't knock it, the only times you might ever need such a buff is against an AV...and you should know where to place it so it doesn't get killed). And finally, Scirocco's Dervish for +3.13% neg (and it only needs 3 slots--although, I'm more partial to getting +4.38% energy/negative defense from my PBAoE attacks).
Claiming Energy resistance is capped though? I'm a little skeptical as the largest bonus is 1.88% from Detonation and that gets a little hard to slot multiple times on a Tank.

Greater Regen of WP (100+ HP a second vs 49.5 (with Rooted)/30.1 (w/out Rooted)\
Both able to softcap defenses.
Granite gives the better resists (by alot) vs WP's no -DMG/-SPD/-JUMP/-RCH
While it wouldn't be a toss up to me...others might find it a toss up. Here I went with Stone/Stone Granite Tanker Build, to show almost capped Resists to all and pretty much softcapped defenses (it's like .3% off of softcap).

If you are planning on doing End Drain (especially on AV-class foes) with ElecMelee, you are going to need Electric Armor for Power Sink, and to a lesser extent, Lightning Field. It does crazy good sapping. I've used it to drain Deathsurge to zero Endurance a few times on a team.
Unfortunately, against anything other than Energy-Damage foes, Electric Armor is considered "meh" by the general Brute populace, especially those who want Tank-style play and a self-heal.
It does have good QoL powers, like Grounded (Herd or Ignore Sappers!) and Lightning Reflexes (Auto: +Rech/+Run) though.
Here's the question: How much of Elec / Elec will be changed when ported over?

Stone tanks aren't all that hot in PvE on a decent team. I'd rather have a high damage, mobile, less sturdy tank with his survival boosted by buffs than a mobility impaired, damage impaired tank. Aggro control by tanks go right out the window when you have competent team members that just rip everything apart anyways.

Pretty much all of this. My bad, I should have said Energy was on that list with psi too. My energy resist is at 80% with the rest excluding psi capped.

Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.

My SG has a */ electric superteam. I remember us ex'ing for some tf at the same time as the Halloween event was going on. We came out of a mish in PP and saw Eochai. We figured we'd give it a try even being exed. We drained him, but we just didn't have the damage without all our attacks to take him down.
