QR: I thought of "rough," which made me think of dusty prairies and cowboys riding horses. Cowboys with chaps, hats, spurs, etc. In my world, sex is not the first thing I think of all the time. I'm not ashamed of that. And even if it was, I still wouldn't be ashamed.

Cryptic and NC Soft made this game jointly. During the time this game was in production, lots of people worked on it, many left the project during production or after Launch of City of Heroes. The game went through a couple Lead Designers, before Jack Emmert, AKA Statesman. (If I remember correctly, there was at least one before him.)
Some time After City of Villains launched, (I want to say 8 months after but I am fuzzy on that.) Cryptic cut the team that worked on CoH\CoV down to about 15 people, not all of whom had been working on the game at launch.
About a year after that cut was made NC Soft bought out Cryptics share of the game. Everyone that was with the City of * games at the time, except Jack Emmert, decided to stay with the game and work with NCSoft, left Cryptic etc.
Shortly after they bought out the game, NC Soft moved the developers from Texas ( Austin I believe, but who knows Im going completely off of memory.) To mountain view, which is in the Bay area, California. The City of * team got their own office in mountain view and started staffing up to get more people and were known for a while as NCNC (NC Nor-Cal) And recently changed their name to Paragon Studios, a sub division of NC Soft, then proceeded to make the game more and more awesome and slowly but surely give the players everything they ever asked for, dreamed of and didn't know they wanted. (More or less.)
And some where in that sordid history were lots of beta tests, lots of Doom crying, a number of new issues and updates and a couple Hero Cons.

Cryptic made the game, NCSoft was the publisher. NCSoft also provided bandwidth, likely servers, GMs and the forums.

The game had just one prior Lead Designer: Rick Dakan, the man that came up with the idea for City of Heroes in the first place, and the one who wrote the bulk of the game's lore. He was lead Designer from 2000 until late 2002, at which time he and Jack switched roles (Lead Designer and Designer), and a month later he was fired and rehired as a contract writer (but called "Lead Writer" by Statesman on the website blog post made about the change). Rick remained a contract writer through Issue 2, and also wrote the original Blue King CoH comic-- the one with Apex and War Witch.

The developers were moved from Los Gatos CA, to Mountain View CA. Both are in the Bay area.

cryptic sounds like an unbalanced company ,but from some reason they did an awesome game ,ncsoft was realy great about all this ,and to belive i never liked them befoe...well now i do!

Unbalanced is one way of putting it.
Another way would be, "over-extended."
With the success of City of Heroes (their first MMO [and possibly game at all, don't remember]), Cryptic took on a number of really big projects, the biggest of which was the Marvel Universe Online MMO (MUO) which was going to be made along side Microsoft in the same way CoH was with NCsoft.
A lot of Cryptic's crew was thought (and likely did) get pulled off of CoH and put into working on MUO. This was a favored explanation for why the CoH staff was cut back so much. (Un)Fortunately, Microsoft pulled the plug on MUO after realizing that it would not be the WoW-killer they had expected.
Cryptic was also said to be working on a number of side-projects almost constantly. So between that and the other big ones, it's no surprise that they were stretched pretty thin.
