Number 3 looks like he could be an early version of Foreshadow, just like that Back Alley Brawler doesn't look much like the one we have now.

No, #3 is that same "vertigo" guy that's on the main loading screen. The Guy with the single monocle and the swirly chest pattern. Don't know his name or origin, but I'm pretty sure from the outfit it's related to the concept of "vertigo". Possibly a form of Mind Controller.
#2 is also on the loading screen, with a really good front view. Looks like some sort of "tribal warrior".

Heck, I may even start a character alled "The Other Jennifer" in honor of this answer. 
I always thought that "Topknot Boy" was supposed to be a genie as well, Dispari.

But "other" Jennifer isn't on the CoH loading screen, and that still leaves 10 other heroes un-named.

(QR) I've always assumed they were just generic designs meant to represent random player characters. As such, I doubt the devs gave them names.
Although it's possible they could be specific creations of folks in Cryptic or Beta players or something.

They should add these guys to the game in some way. Either came or just write them in. No need to have nameless heroes on the splash page. Use what u already have.

I think they should periodically have bio contests. Let the player base name them and give them a backstory, and the winner gets some sort of minor prize. A yellow-name in-game, or a unique forum title. Nothing outrageous.

So, I was trying to find a picture of various villains that I could use as a desktop at work, and found this image (which I modified to make the question easier).
Which brings up the question: just who are those other heroes in the picture (#1 through #4)? I wonder if they were all ever even named?
