You could have kindly told him "How about I do you one better, I'll give you the secret to a near endless supply of influence that requires minimal effort, no farming, and works while you aren't even playing the game!"
I'd have probably asked for a nominal fee for providing such useful information, but that's me.
To the OP: maybe just a new player who leveled a bit too fast to know the game well.

I'm not sure even having 2 billion on a character would incline me to hand someone that much.

My richest character (yeah I am not a marketeer, I am however a marketphile) has 200 million. So if he had 2 billion 300-400 million would be like 30-40 million from my richest.

I remember when the wing recipes came out I was able to purchase a tech set for something like 20mil. I might as well have put a fee inf sign on my head when I wore them. I would get at least 5 people a day asking me if I could buy them wings. My reply was "Sorry, if I bought everyone wings that asked I'd be out here using the panhande emote."
It still makes me wince when I think how much I wasted on those costume pieces.
I would have given it to him, but of course I blew all my inf. on my main account when I cancelled it buying essence of the furies.

So I'm in the AH just checking my sales and a toon I teamed with once, but remembered me asked " Can you do me a favor and give me 300-400 mill so I can IO out my blaster?". Now when he asked for a favor I'm thinking ok he wants to do a inf xfer or he's a little short for some recipe. No, and he was serious. I had to explain that 300-400mill is not a favor and he needs to ask someone that's closer to being a friend than I am.
Geesh, remember when you could just give a guy a couple lvl 50 SOs for them to sell and you were the best thing since sliced bread.

If it was really a loan to someone I knew in game (Where I'd see it back in a month or two) It'd be as easy at that. But random people asking for influence, not so much. Because ultimately, whats in it for me. 
Maybe I could try to push the sale of said information harder, go grab half a tray of level 25 LoTG + recharges and the other half an Armageddon set.
