Sure, let's revolt. Registered heroes get to use the Medi-port, unregistered don't. That's what the little RFID tag on the ID card is for. Registering in CoH is beneficial, and you don't even have to tell them your secret identity if you don't want to.
The reason there's no CoH Civil War, is because the government in Paragon City aren't idiots.

And if a registered hero screws up too much, their mediporter fails or Blue Steel defeats their "evil Praetorian self/clone/alternate reality doppelganger twin" and strangely the hero is never seen again.

Hahaha. I just thought it'd be interesting if heroes were suddenly refusing to register their powers, regardless of medi-port capabilities. It just occurred to me that States and the founding heroes never suggested this might be a BAD thing... even the villains to it... and if ANYONE I could think of would want to avoid registering with anyone, it'd be the villains. Lol.
Eh, dealing with heroes messing up is pretty straightforward. Revoke their registration. The City is paying for your basic heroing expenses as long as you keep doing good (IE gaining Influence), so losing registration is pretty much the same as getting fired.
There's really no need for conspiracies when there's enough bureaucracy to go around. But in general hero registration in CoH is a good deal for the heroes.
EDIT: Villains get a pretty good deal, too. "Arachnos thinks you could be useful. We're allowing you to use the Arachnos sponsored mediport facilities here on the Isles. Stay useful and you'll stay on the mediport service."

Anyone notice on Hero Side when you save a civilian from getting mugged, etc, they pay you? Isnt that a little... weird? Haha. I know that its a means of gaining money and exp and earning money without having to do mishes but... in real life, I cant say I'd PAY a hero for saving me, or as a Hero TAKE the money. Haha.
Except they don't give you money. You gain influence with the community by the acts you do and its that influence that allows you to puchase things, not money.

influence isn't money. You get a bonus for saving civilians because they then go tell all their friends / blog about you / etc.
It's not supposed to be considered 'money.' That's why it's called 'influence', because folks around the city are willing to help out the hero who's helped the city out so much.

What exactly does a hero lose if he isn't registered.
He can't gain experience.
He can't earn influence.
He can't earn prestige.
He can't get any contacts.
He can't get any missions/TF's with no contacts.
He can't level at any trainers.
He can't enter any security zones.
He can't use the hospital facilities.
Playing a permanent level one character sure sounds like a lot of fun.
Actually, there's already a 'Civil War'-esque fight in Paragon's history. The plaques for one of the history badges goes into it. Essentially, before the 'Citizen's Crime Fighting Act' (which is how we register as Heroes) there was the 'Might for Right Act', which essentially said that if you had meta-human abilities, you were automatically drafted. If you had powers, and didn't register, you were classified a Villain and delt with accordingly.

And I still consider Inf to be money, because you lose it when we make purchases. Personally, if I had a high influence with people due to saving them, my getting something from a store would not decrease that influence.

Have you read any of the actual history? We as heroes in the United States subject ourselves to these laws by choice, not through any overarching government bureacracy. In the past, Statesman and the Freedom Phalanx proved they could take over and rule quite easily, but they do not, by choice. Instead we serve the greater good, greater community, and greater society.
If you want to live in a place where the superbeings took over, head to the Rogue Isles, or wait for Praetoria. Your revolution happened. Things weren't as cool for a small time superbeing like you as you'd think.

The problem is that you're not buying apples from a grocery store. You're getting local magicians to contact otherworldy entities for you, getting training from super spies, getting companies to provide you with highly expensive technology, etc. You're never actually "buying" anything. You're using your surfeit of good deeds to get people to give you stuff. You lose this a portion of this surfeit when you get the stuff for free because people are only so willing to give away stuff for free.
Infamy is the opposite. You're using intimidation and your reputation for villainy to get free stuff. Whereas you'd probably be able to get as much as you want from the average person, the people that villains obtain their enhancements from are used to dealing with dangerous individuals or are dangerous individuals themselves and are giving out their enhancements out of respect/fear. Eventually, you'll even get to the point where, even if you scare them, you won't scare them enough to have them give away what they've got for free.
As for inf transferability, it's the same as telling someone to mention your name. You're giving them the right to call in some of the favors that you've earned or some of the authority/fear of your name. Of course, this analogy isn't perfect, but that's because inf was designed as an abstract currency that then became a more realistic currency. In normal gameplay however, inf should still be considered as it was originally imagined.

In all honesty, I've been thinking about it while anticipating MUA2. The heroes on Marvel were asked to start registering their super powers because they were dangers to the populace. This meant registering their secret identities too. Now, if you're like me and you make new characters every once in a while you'll notice the nifty ID cards we all get to fill out prior to play.
We're registering as Heroes. We're registering powers, available money, amount of XP gained, levels, and our histories. Anyone else find that a little shaky? Lets revolt.
