~ A level 50 taskforce with a minimum of 4 is awesome! Thank you very much. Having a lower minimum means I will run it *much* more often, and quite frankly I find 8 players in the same mission to be generally less fun than 4. (Haven't had time to run it yet.)
~ The costumes are just okay. I am spoiled by the awesomeness of Cyborg and Arcane costumes I guess. My disappointment is that they lack new and cool shoulders and the boots are gloves are disappointing. Also, I like the design of the vines pattern but I don't generally consider a new costume pattern to be the same as a new costume like Ulterior.
(I always look for new boots and gloves because I like slightly larger boots and gloves like the spiked buckle boots and the Large boot option tends to look like moon boots.)
~ The ability to set mission levels and have characters auto level up is awesome! This makes grouping so much easier. Thank you.

~ The new filters seem cool, although I am disappointed that I will still get hundreds of "5 star" missions rated by 1 person with no way to filter them out. Still, the keyword options should be better.
~ The ability to play Dev's Choice missions and getting tickets is full of win. I love making ticket rolls and Dev's Choice was likw nerfing the arc. Maybe we will see more arcs added to Dev's Choice now?

You are, of course, entitled to your opinion. The issue's a bit light, but I won't say no to a 4-player 'endgame' TF and the MA changes happen to be exactly what *I* needed... if you want light, try the issue that coincided with CoV when you hadn't actually BOUGHT CoV. :P

I really appreciate the new 4 person TFs. I tend to do TFs weekly with my brother and two other friends so this will be perfect for us.
And we all knew this issue would be really light given how soon it's coming out after I14. I'm not getting all the complaints about how light it is.

General
Dark Miasma/Dark Servant: All versions of this power should now correctly be able to be slotted with Accurate Healing and Accurate To Hit Debuff IO sets.
Fiery Aura/Temperature Protection: Clarified that this power grants slow resistance by adding this to its short and long help.
All versions of Personal Force Field should now state that it grants resistance to all damage except toxic. This power has never granted Toxic resistance, this is just a clarification in its short help.
All versions of Psychic Wail had its short help changed to explain that it is a PBAoE power not a Close (AoE) power.
The Temporary Power Soul Essence has had its looping animation removed. As a Passive power, it should not have had an animation.
Fixed a bug where certain powers, such as Plant Control/Carrion Creepers, would not properly pass enhancement bonuses to the summoned creatures.
All versions of Hibernate should use the correct PFX now, so that the user should fully be encased in ice.
The Revive Ally Day Job power had its confirmation window text adjusted to better match what the power does for the target.
PVP
Capped the base duration of all mezzes in PvP zones and Arena to 4 seconds. Strength mods can still increase the duration of the mez beyond 4 seconds.
Fixed the bug where powers were being cleared when entering and leaving PvP zones.
Stun duration for all versions of Rise of the Phoenix is now correctly set to 2 seconds in PVP.
Mission Architect
Level Range per mission may now be set by the author in the Mission Architect. If the player does not set these levels then story arcs must obey the same level restrictions as what is currently on live. However if they set the level then any level range may be used, but it will conform to these rules:
A critter that spawns higher than the level range chosen will be brought down.
A critter that spawns lower than the level range chosen will not be brought up.
If there are critters outside the range they will display "Warning" messages instead of error messages in the editor. Additionally, Players will see a warning message on the arc if it contains higher level critters which have been brought down.
Comments are now gathered together on the client and are readable via the "Comments" button on your published arcs.
Collection Objects can now be triggered like other objectives.
The vendor will now sell random common salvage in both the 'Invention Salvage' and 'Reward Rolls' categories.
Mission Architect Custom Critters
Dark Miasma - Switched availability of Twilight Grasp and Darkest Night. Twilight Grasp is now available to standard minions.
Radiation Emission - Switched availability of Radiant Aura and Radiation Infection. Radiant Aura is now available to standard minions.
Mind Control - Confuse now available at Extreme setting
Illusion Control - Deceive now available at Extreme Setting
Custom Critters - Electrical Melee - Lightning Bolt corrected to red colored lightning.
Custom Critters - Energy Melee - Power Blast corrected to red colored Power Blast effects.
Custom Critters - Corrected Minion Ranged damage values.
Custom Critters - All ranged attacks added to melee powersets have been corrected to use the ranged damage table.
Badges
The Master Architect badge should now correctly state that it will grant charges of the Invigorate power, instead of the Vitalize power, when a player logs off in either a University or Architect Entertainment building.
The Rocketman badge should now have its name be 'Rocketwoman' if the owner is a female character
The Master Architect Day Job accolade badge should now show the player help text on how to obtain it once either of the Professor or Architect day job badges have been earned.
Ironman/Ironwoman badge should no longer refer to a female character owning the badge as 'Ironman' in this badge's description.
The Soul Taker badge should correctly spell 'Tarixus' correctly.
The Wiseguy/Wisegal badge should no longer refer to a female character owning the badge as 'Wiseguy' in this badge's description.
Villains who earn the Popular and Leader badges should have the badge description refer to the Rogue Isles instead of Paragon City.
Heroes that earned Villain only monster badges and Villains that earned Hero only monster badges during the 5th Anniversary have had these badges revoked.
Added text to the arena tournament badges that explains how you get them as well as how you got them.
Corrected the hint text for the Mission Engineer accolade. It should now correctly hint at the correct requirements for the changes made to Mission Architect badges in Issue 15.
The Leader badge will now have unique long help text for both heroes and villains instead of being the same as the Popular badge.
Fixed a typo in the Depths of Time badge description.
Mission Architect Badges
The Mission Architect badge experience has gone under a revamp. All series of badges that previously required an objective to be completed a number of times (Click on X objectives, Defeat X enemies, Play X Missions, etc.) have been reduced to a single badge that only requires these objectives to be completed once.
Example: You'll now get the Ticket Taker badge for earning your first ticket, the Author badge from the first person playing your mission architect arc, and Recognized for someone rating your mission the first time.
This means a number of badges needed to be removed and requirements for some badges to be changed. Below is an outline of what has changed:

Merit Rewards
Fixed a typo in the 'Random Level 35-39 Rare Recipe Reward' description.
Defeating the Hamidon has had its Merits awarded increased from 40 to 52. This was due to a merits per minute recalculation made in a previous patch that was overlooked for the Hamidon.
Arenas
Removed the minimum cap on the number of players allowed to play on an Arena map. Now two players are allowed to play on every single map. The maximum cap remains because of technical limitations.
Now displaying the number of kills needed to win in the nav bar in Individual Kills Arena matches.
Significantly increased the flight speed of the spectator camera.
Granted the spectator camera a substantial perception radius.
Fixed the bug where individual kills arena matches would have one more life per player than they should have.
Sudden Death has been enabled for all timed Arena matches.
Fixed the bug where sometimes an Arena match with a Lives victory condition would give the victory of the match to the wrong side.
Observers can now see the time remaining in timed Arena matches.
Altered Sudden Death in Arena matches to set all pets (including Gladiators) to 1 HP, like it does to players.
Added 20 and 10 second notifications to the end of a timed Arena match.
Clicking on another player and selecting 'Invite to Arena event' now works correctly.
New Arena Terminal options: No Inspirations, and No Temp Powers.
Added a separate No Heal Decay option to the arena.
Improved the Swiss Draw UI:
Clicking on a Kiosk while in a tournament will bring up the current tournament standings.
Notifications are given during tournament intermission that let the players know when the next round is starting at 2 minutes, 15 seconds, and 5 seconds.
Fixed a bug that would stop a player from being able to observe an Arena match that was created in a different zone.
Fixed a bug that would sometimes stop a player from being able to join an Arena match in a slot that was designated for their Archetype.
Altered the Buff period during a Gladiator match to a shorter preparation period where the Gladiators are spawned but the players cannot use buffs.
Masterminds can no longer inspire Gladiator pets.

As a counter opinion, we use MA primarily for story arcs and doing that has brought 5-6 of my friends back to the game. Playing through our own story arcs and seeing what other people have done is very cool and continues to be so. Changes to make this better are awesome.
The change to allow Dev's Choice missions to provide tickets is particularly good for this, as right now playing them seems like punishment since the rewards aren't as good as tickets. Alternately dev's choice arcs could give out mission XP. That would also bring them up to par.
I am not saying "This issue seems light" isn 't a valid opinion. I just think completely writing off MA because some players use it for farming isn't fair. It is, in my opinion, the most interesting and daring system added to any MMO to date despite (or perhaps because of) it's flaws.

While I admit this is kind of a small issue, the turnaround time on it relative to i14 was quite good. I was not around until issue 12 so I have no idea what the timetable earlier on was, but this is one of the quicker new-issue arrivals I can recall.
Smaller but appearing more often would be okay with me.
Unlikely that mission xp will be added - they want incentive for people to use the dev arcs/tfs.

Oh, with a 4 person minimum I will be running this. IMO all arcs except Statesman and Recluse should be able to be started with 4.
Actually I wish TFs could be started with any number of people; even solo; with a warning that it is designed for more. If I want to try to duo an arc why force me to bother people with filler spam?

Issues 13/14/15 were all one thing at one point, I am pretty sure. Sometimes these things end up being bitten off a bit larger than expected. They wanted to come out with something for the anniversary; and as evidenced by all the subsequaint changes, Mission Architect was pushed out just a little before it was fully done. Nature of the Beast. They do it mostly for free, so I can't complain ... much. If you go to work for an MMO you'll find out just how difficult these things are.
