While not the worst response to this issue possible, NCSoft can still take a short ride on a long impaling stake, as far as I'm concerned.
As a gatekeeper on gaming for a circle of friends, I will be sure to put the good and bad of this in proper perspective for them. -

I am having a really puzzling performance issue, never seen anything like it in my years of CoH playing.
When I log into the game, my performance is usually quite good for my settings, in the 70-100 frames per second range. After a period of time, the fps drops to 20, and stays that way for awhile. It will spontaneously reset the rate every so often. I can fairly reliably get the framerate to drop by using an O-portal to get to Ouroboros. When I port out of the O, my framerate will sometimes go back up, but not usually. Changing characters or servers does not seem to have any resetting effect. After leaving the character in place and tabbing out to research these issues, I sometimes come back to find the frame rate up again. I have seen the change happen once, just while moving around in a zone, doing nothing particularly dramatic. Other than getting the fps drop to trigger by using an O-portal, there's been no particular activity that seems to set this off.
Does this sort of behavior ring any bells for anyone? I have not been able to replicate it in any other game so far. Possibly an OpenGL issue? Windows downclocking something?
This quest for answers is compounded by recent changes to my computer. My old, dieing XFX4870 video card has just been replaced with an XFX6790, but in the interim I was using a backup card, an old msi9600GT. So I have recently swept and replaced the AMD drivers with Nvidia drivers, and then swept and gone back to AMD drivers. This behavior has lasted through my installation of 12.3, 12.1 and (currently) 11.9 drivers. Since the card is a new install, I checked for hardware problems by reseating the card, changing power cabling, and using a different monitor connection, to no discernable effect. Haven't seen issues with other games (though I am only on Day2 of troubleshooting).
Will run diagnositics on my computer when I get back home, if that'll help. It's such an odd pattern that I thought someone might just recognize the issue. Thanks! -

To reiterate: Staff has been ready for quite a while (excepting maybe audio). Beast Mastery was pushed out early, broken.
Me, I am voting by not spending any points til Staff comes out.
Yeah, I am an old school kung fu movie fan. I have alts all prepositioned for this. It'd be different if there was some functional, in-game reason for the delay. You know, sort of like the reason Beast Mastery should have been delayed. -

I can report that I successfully respecced out of the Crab Spider alternate build into a Wolf Spider build, and the backpack went away!
Perhaps a QoL change? Was pretty sure I had tried this before to no effect. Anyway, if someone else has this problem, try a respec out of the Crab into something else. -

Normally, I would just play Crab, but as I said, the alt's name is Bane Spider. If I can't get it changed it will be my first L50 character deletion. -
I was experimenting with an alternate build for my Bane Spyder, playing with a Crab build. Once I had done this, the crab backpack shows up on all my costumes, and can't be gotten rid of. Is this really worked as intended?
If so, I would normally just accept the inevitable: Except the character's name is BANE SPIDER!

Always built my characters to concept, so:
I had a dark defender back when the healing animation took over 5 seconds, and the heal effect came after the animation. You literally couldn't do situational healing, as the team member would die before you'd finish your animation.
Also took a spines/dark back when Dark Armor was unstackable.
I remember when Stone Tanks were unheard of,and considered the worst of all the tanks, as their armor did not stack either, and they looked like a pile of poo. -
Poorly adapted to the western market. Failure.
In a way, the opposite of CoH's move into the Asian market.
The pvp crowd is loud, but I think they tend to overestimate their numbers. And they fail to take into account the number of people that style of play drives off. Some parts of Aion were really beautiful, but it wasn't suited to my preferences. It was kinda neat to see castoff parts of the early Tabula Rasa showing up in that game though. -
I sorta have to agree with the OP. After 6+ years of particular behavior, suddenly changing your stance is unexpected. Even if it were only for the purpose of getting some goodbye screenshots, or deciding on saving copies of costumes, it wouldn't have hurt anything to give a day or two advance notice. I guess I will have to re-make my favorite of my Test Server only alts....

It's the nature of the beast. I'd hoped that they would be done by now, but I was expecting some possible trouble. Getting bent out of shape about it is a waste of energy, imo. -
Double plus on this: I know I gave up on playing any buffing alts at all due to repetitive casting, and initially my choice on characers was very defender oriented. Being able to get rid of the speed component of speed boost is also a major plus. Anyone who used positional powers can appreciate that. I may even respec into it on my (very few) kin alts.
I've voted with my character choices previously, and that vote was to avoid buffers. This very much addresses some of the issues I had with it. -
It was Lag-O-Morph City there. We were trying to do some missions, and my ping was running 2 to 5 times higher than usual, and people were having trouble getting into misson doors, etc. It was very much like the dense part of a mothership raid in combat. I entered into a grand melee, completely rested up, and watched my attacks take 5 to 10 seconds to register.
I hope it gets better.... -
What's the resolution and size of the monitor you play on?
If you can get $80 for your 260, I would sell it and upgrade to something else. Unless you have to push a lot of pixels to your monitor, you are going to reach a point of diminishing returns, and sli might be too much. Those Q6600 cpus are stalwarts (i have one!), but at a certain point you're not going to see a lot of direct improvement.
I'd personally go with a 460 or 5850 in the $150 or less range.
