I don't think players would object. After all, it's nice to get something for free.
I think marketing would, strongly. It's a convenience item, something that goes above and beyond the basic game. What's the point in having an a la carte store if the only things that get sold in it that can't be attainable in-game are things nobody wants anyway like XP Boosters and inspirations? Give them a chance to find some consumables that people might actually find worth paying for.

But I do see your point.
Also I brought this up because they are going to be making ATIOs and their boosters available in precisely the same way (emps and astrals). Yet they are still selling those. I'd argue ATIOs and their boosters are more valuable than a random converter that may or may not get you what you want.

I don't really mind either way. I mean, having everything earnable in-game is my default preference (I'm already paying a subscription here after all), but for convenience type items like this I don't mind if they're cash shop exclusives.
The only time cash shop exclusives really bother me is when it's stuff that is part of a character's progression - the obvious example being enhancements (and new versions thereof).

You're assuming that the converters will be a big money maker for a throwaway consumable. By the very nature of how they work I don't think they will be.

Not necessarily. I have no idea how well they'll sell. I do know Paragon doesn't want to just give everything away for free, and if it can't be argued that something is essential to a character, like enhancements and to a lesser extent costumes, I think you'd have a hard time convincing them to make it a part of the core game.

But I see where you're going with he argument and have to agree in terms of random converters that really don't have anything to do with the core part of the game.
