Define "best". Some are better at single-target damage (energy), some are great at AoE damage (fire), some fall somewhere in between and do other things well.

Which one is best paired with an illusion/rad controller?

In that case, I'd say Fire/Energy
Manipulation Blaster. Lots of AoE + Build Up.

Another good choice might be Sonics primary to stack with the debuff of rad. Just a thought though.

Fire/Energy or Fire/Fire. Maybe Fire/Mental?

With an Ill/Rad controller you wont need to look out for your own safety, and can focus on doing as much damage as possible. So giving up any holds or mitigation for extra AoE carnage is a good move here.

My lvl 50 eng/eng blaster was good before IO sets but now that I have all his primaries slotted out he's great. I've took every primary power except power push and slotted them all with lvl 50 red IO sets (decimation,devastation,sting of the manticore,positrons blast). He is the best blaster for me. I've learned to control kb to the point where it's an artform for me, and the chance to hold procs on 3 of my powers (15% chance to hold every time I activate the power) give me a decided advantage. I took my time creating his look, all of his costumes, writing a short bio for him and picked powersets that I wanted to play and I thought were fun. Do the same, spend time creating the look you want and pick the powersets that you want to play and he'll be the best blaster for you.

Mr. Shane- lvl 50 eng/eng blaster (virtue)
Abatu- lvl 50 rad/therm corrupter (freedom)

It's truth time.

There is no best Blaster. There is really no best anything. Now, there are some above average sets for some specific tasks -- kin is popular for farming, for instance. But this game isn't about specific builds or mandatory powersets. You have a role, and how you decide to take on that role is up to you. All Blasters fulfill that role, but in different ways. Fire Blasters do more damage. Energy Blasters supply knockback and stun. Ice Blasters supply holds and recharge debuffs. Depending on the situation, each one has strengths and weaknesses. As a whole, no Blaster is "the best." If someone's looking for a Blaster, it doesn't really matter what sets you take. This isn't like most other MMOs. There's no "right answer."

People ask this question pretty often, always seeking the best of something. Best Blaster, best Brute, best travel power, best AT in general. Why are you asking for "the best" Blaster? Are you looking for a fast-track to success? Do you want the easiest time with the least amount of work? Do you simply want to be "the best" without having to think about it? Do you want to be accepted into teams more? Unfortunately, the game doesn't work that way. There's no cheat code to the easiest or best character. There's no instant gratification. If you really want to be "the best," what you can do is play what you want, learn how to be really good, and develop a playstyle that works smoothly and effectively. You have to be a good player to be "the best." You don't get a handicap.

If there was a "best," it probably wouldn't stay that way. If any set really stood out so far that it was painfully obvious, we'd probably see the same people who make "what's the best" threads showing up next issue complaining that it was nerfed. And "underpowered" sets are being buffed all the time, so there's no use trying to select a set based on its performance in comparison to the average. Play what you like and have fun doing it.

Ice/Ice Blaster is clearly the best, because it's my favorite combination. Great combination of damage and control.

Well I don't know best Blaster is but I have try a lot and the only one I love is my Archery/Mental Manipulation.
I have try a lot of Blaster like Ice/Ice, Fire/fire, Fire/Mental Manipulation, Ice/Fire, Fire/Ice and more just never did like them as much as I like my Archery/Mental Manipulation.

Being paired with my favorite debuff in the game with /Rad, i'd say go Fire for the damage. Maybe even Fire/Fire since you have a mitigator in your partner. If you gonna solo, I'd go Fire/Ice. JMO.

Example, Energy produces KB. Ice has more holds, Fire has great damage. So forth and so on.

Let's try to be a little more helpful. It's hard to ask specific questions if you don't know what to ask.

I was helpful. It really doesn't matter which Blaster you go with because they're all awesome and they all deal good damage. "Best" is a subjective term, and "best" can shift around between any number of builds based on opinion and circumstance. ie: Single vs AoE, Hard vs Soft Control, Combination of those, Utility, etc...

Given the amount of information the OP ...gave, I gave the best answer I could.

He did specify "best for a a team with an ill/rad tcontroller."

To the orignial poster: When teaming with a controller, any added holds/immobilizes/stuns add to controller damage, and Illusion has good burst damage, but if it can't "finish the job" it looses damage it made. As such, burst damage is very helpful.

With an Illusion/Rad? That's like a wet dream come true for a blaster.

I'd go IgnorePrimary/ElectricBlapper, just because I _can_ in that situation.
