No flags. Trust me on this. Not only are there a lot of them to put in, there will be a lot of wear and tear on our moderators that won't ever stop. People who see others wearing flags of countries they don't like are going to be even more tempted to break ToS rules. Think what would have happened to heroes wearing Afghanistani flags soon after 9/11.
I really, strongly advise against doing this. If you do this anyway, make it so only the player wearing the flag can see it while everyone else sees flat grey.

I tend to be a self admitted zealot when it comes to the idea that we should have as many costume options/items as humanly possible in this game. From a pure RP point of view I have absolutely no problem whatsoever with the idea of flag-based capes.
But unfortunately we don't live in a perfect, reasonable world when it comes to people and how they react to things. I regretfully have to agree with you on the idea that this game would probably be better off if the Devs did NOT expand it to allow more real world flag based textures.
Yes this game is technically set in an alternate Earth setting (Earth + superpowers). But sadly I can foresee so many possible negative consequences of having "flags" in this game that I believe they would far outweigh any positive RP potential they may provide.
Beyond the negative connotations flags might introduce I honestly think the Devs could better "waste" their time and effort coming up with other new costume items that'd be more universally usable and appreciated anyway.

Clothing made to look like the flag is disrespectful. "Stars and Stripes" is not, but the ones that duplicate the field and stripes, so they look like they were made from an actual flag, are. There is no law against it (and I would fight instituting one right beside the rest of you) but that doesn't make it any less disrespectful.

Wearing clothing that looks like it's made from ANY country's flag is disrespectful. Including capes. Yes, I think Hero1's flag disrespects the Union Jack.
Apparently, though, I'm in the minority on this, and can accept that.
"Dial down the real life", though, was a bit much. There are other things in the game that are restricted or discouraged because of their real world equivalents. Even though they can't actually be portrayed in game, even just roleplaying them can get you reported, disciplined, even banned. (I don't need to give specific examples, you can all come up with your own quite easily.) So responding to the "flag as cape" suggestion based on how I'd respond to it in the real world was not unreasonable.
My views, though, are apparently not widely shared, so I'll just leave it at that.

One of my friends actually made a French Patriot Superheroine named La Marseillaise. REally wonderful costume, awesome styling, and a -powerful- grav/kin who went without speed boost. =-3

I think your example here is the ultimate compromise solution we have for this.
Until the Devs add more flag cape textures to this game (assuming they ever do) it's actually easy enough to use the color scheme of any country/state you want and come up with your own concept to support anything like this you can think of, within reason of course. 
There's really nothing wrong with suggesting flag-based cape textures.
I just wouldn't really get your hopes up for various reasons. *shrugs*

Probably. I'm pretty sure, like most suggestions, this flag idea has been suggested before.
They could literally do up hundreds of textures and still not be at a "logical" conclusion to the effort.

Yes, and I offered a perfectly sound solution that is for some reason now gone.
Simply make the flag capes of all of the countries where the game is distributed and give distribution area as the reason for the limited selection. The they would only ever need to make new flag capes when the distribution area increased to include other countries.
I'm gonna side with the folks who don't want country flags as capes simply because I don't want to read the pages and pages of patriotic/anti-patriotic forum bickering that would happen if this ever came to fruition.
However, I will side with the folks who want SG logo capes (and more of the chest details to be transfered over for SG logo selection).

Also ridiculous. I wonder how the governments of these countries will even find out about the introduction of flag capes in this MMO, and who those governments will contact in their screaming and raving state to have their country's flag removed from this video game. Someone in this thread who appears to know more about law than the quoted poster agreed this was a non-issue.
I agree with the poster that said the only real obstacle in implementing this idea is the amount of development time. With the number of country and state flags, I think that's a valid concern, and probably will prevent this from ever being introduced.
Of course, I don't think they would necessarily need to add flags for EVERY country in the world, and they certainly shouldn't add nazi flags. I'd also eliminate flags for countries listed as state sponsors of terrorism (Cuba, Iran, Sudan, Syria), and any country that didn't win a medal in the last olympics
