My joke characters were always more interactive than visual. I believe that if I can find some old screenshots when I get home that I shall definately supply.
Basically the first one I did was a mock up of the City Representive in Atlas Park. Around the time that Capes were introduced I made her with the battle cry: 'No Cape for You' and I'd just stand around City Hall for a while and scream at any characters that came up to me.
Then I made Newspaper Boy when the Newsboy/Girl Badge came out. He'd basically just stand around Atlas Park and listen in on heroes conversations, whenever someone would say something in local he'd yell in broadcast: "Extree! Extree! So and So says Such and such."
Other than that I think the only other Joke character I have is Dr. Blonde which I still have and can post screenies of later.

The Green Weasel was inspired by a teacher I had at school that was never in hes office when you went to see him. so i used to say "hes probably off saving the day AS THE GREEN WEASEL!!" any one on liberty may have spotted him walking around Yelling " noone escapes the weasel!" (and to my recallection no one has )before arrowing someones rump to the curb. he was my first 50 an Archery Gadgets Blaster
Grim Weasel he followed on as a bizzarro world weasel. hes a dark ninjitsu stalker mid 20's i believe
Wire Weasel pretty self explainatory.. level 11 energy gadgets blaster
War Weasel i wanted to make a shield character when they hit, and I didnt want to make a patriot! so i mad War weasel instead, dont know how he fits in with the rest of the weasel's yet but ill ponder that

I'll try to post some pics later, but here are my (sadly few) joke characters:
1) Bigger Ninja - an 8' tall Huge modeled MA/Ninjitsu stalker; he's literally just an upscaled ninja >.< hence the name.
2) Lolcatgirl - A catgirl who talks only in lolspeak. I can haz buffs? Kthxbai. DO NOT WANT! etc... I need to re-do her costume though, as its a placeholder at present.
3) Mewer Spirit - I came up with an idea ~ 2 years ago and it caught on with my SG (Legion of Catgirls) for a time. The idea being we made cat-people clones of the signature heroes in CoH >.>
Originally I was Pawsitron; but I sucked at Rad/Rad; so I made Mewer Spirit instead. We also had Manticat, Stateskitty, Mewmina, Mewnaps (or was it Catnaps? >.< I can't remember), Miss Mewberty, Infurnal, Kittybell (Citadel) and a ton more.
We even had our own storyline <o.O> though I'd have to look it up on the LoC website to remember it. *sigh* stupid me getting distracted >.< since it was my idea, and I stopped playing with my char... it kinda fell apart.
We even had our own version of Longbow - Longpaw >.> (for reachin into evil's mousie holes!)

4) The Fighting Game - A cosplayer who's been mugged one too many times; she's wearing a costume that's a tribute to Chun Li, Sakura, and a couple other Street Fighter characters. (Her alt costumes will be other mix-mash fighting game character costumes)
5) Frozen Desert - A 3'9" catgirl with ice powers who just wants to be taken seriously; but everyone seems to think her name means "dessert" and that shes "adorable and cute".
She swears like a sailor.
6) Dizzy Kitty - A heroic mad scientist who's something like a cross between the professor from Back to the Future, MacGuyver and Batman >.> She can build a tank out of a McDonald's dumpster and stop a nuclear warhead from going off... but in the process is likely to cause a mass of property damage.
(Her super-heroing is mostly a means to pay off City Hall for the havoc her early experiments created >.>
7) General Tsoo - A brain damaged former lawyer who believes he is a masterful Chinese chef/super villain, and that his chicken is truly magical. Was thrown in the Zig for attempting to rob a bank with a bucket of fried rice and some sweet and sour sauce.
He wears a conical hat, military vest, hakama pants, a glued on fu-man chu, and is tatooed all over his body with anime characters.
Sadly none of these chars get much playtime >.<

I just thought of one that would be fun to play, but I have too many alts at the moment to make yet another one. I wouldn't say I "suffer" from alt-itis, but a guy's got to know his limits. Anyway, it's a bit dated, but it would be a fun "RP" character named Memento Morrie who looks like Sammy Jenkis from the movie Memento and you have fun with the short term memory loss concept.

There's Eddy Marshall, who barely qualifies beyond his description.
Followed by Fortunata Dijhal, the incredibly flamboyant Fortunata (who's in no way associated with Arbiter Fabulous).
Next up is Generic Shonen Hero (no screenshots as of yet), who has two trays worth of macros for various shonen references, including "Aha, $Target! I may be bleeding from every orifice on my body, but the power of SELF CONFIDENCE makes me invincible!", "Screw the rules, I have super powers!", "Excuse me while I have a snack...DRAMATICALLY!", and "Take this! My love, my anger, and all of my sorrow! $$ powexec_scorch."
And lastly, Captain Codpiece, who, with the help of Eros' magical codpiece,is spreading love around the world. Yeaaaah...
