This is just a layman's stab at things:
Inventions make anything that can be rewarded.
Recipes are a reward.
Therefore, inventions can make recipes.
So! All we need now is source material for a recipe. Which I will give the decidedly back-of-napkin name "Inspiron B".
When you get a reward from a Trial or Task Force, you can choose "Inspiron B". "Inspiron B" can be combined with invention salvage to create any recipe from pool B. Which tier it's from depends on what invention salvage gets used. Recipes which need "Inspiron B" as an ingredient should probably be standard workbench recipes, though on a different set of worktables from the common university ones.

I agree.
Personally, I like the idea of schedule B recipes being tied to story arc completion. It gives me something extra to look forward to as I'm playing, especially since I don't do TFs or trials.
The schedule B recipes just need to be attached to something else as well, something that's repeatable but not easily farmable, and something that level 50 characters can do.
I wouldn't mind attaching them to mayhem/safeguard missions with a minimum cooldown period. Say you can only get the recipe reward once a week through mayhem/safeguard missions. That doesn't sound very often, but keep in mind that there are very few story arcs in each five level range.

Drops II: The Devs Strike Back
Since Story Arcs award Souviners and Trials and Taskforces as well as some particular Story Arcs award badges, and that is all on a character's record, any chance of being able to retroactively award salvage and recipe drops for each character to give a jump start to the whole system going. Also, that would allow characters that have already completed Story Arcs and have out-leveled doing any future Story Arcs (aka level 50's) to benifit from previous play experience. Think of it as a bonus or special reward for not skipping content and playing out the game.
This could be done on Test to try out and if it works okay, go live.

ARGH! Well PLEASE PLEASE do give us a choice. Some of us didn't PL, some of us ran PUG's day in day out to level up - and missed at least one story arc's along the way!
I sincerely hope "we are looking into" becomes something along the lines of "we've implemented ..."

Yes and no, but no not really. When CoV launched I easily missed half of my early contacts because I ran with a group every night and outleveled the 1-20 story arcs VERY quickly.

But not allowing us access to the most rare parts, and therefore the most powerful complet sets, is a non-starter for most of us.

I think that's the case.
And people need to be careful here. All we're asking for is the chance to do this through more-or-less normal play. While some might ask it to just be handed to us, I think the reasonable among us would be satisfied with a chance. A chance that doesn't require the use of auction houses.

Note that the rank of the end "boss" in Task/Strike forces never changes, no matter the difficulty setting or number of people on the team. The foe at the end of the Positron TF is always an elite boss. The foe at the end of Bastion's TF is always an AV.

Whatever the solution, I do hope it's generalized enough to deal with a related problem: Accolades which require a badge which is in turn granted in a specific mission.
I don't min/max. I do bother, though, with trying to make my Heroes / Villains as tough as I can without breaking out spreadsheets and poring over tables and percentages. I don't carefully plan my Contacts.
I just play.
Now, when I get a toon to 50, it's because I enjoy plaing that toon. So I tend to continue to play them.
Finding out that it's TOO LATE to go off and get a badge because I didn't plan ahead (hundreds of hours ago) and hunt down a particular mission when I was level 15-20 is unnecessarily frustrating.
I can see the appeal, from a Dev point of view, of including cool things inside special missions.
However, there needs to be a solution to the consequent frustration of feeling that if you don't hunt those special missions down when you're the appropriate level, you're left with no option but to hang around a particular map and broadcast every few minutes, spam-begging for someone with a particular mission to please let you join their team.
Yeah, you can get it that way, but there just has to be a better way than that.

This, at least, I can give you good news about: it's possible to join someone else's mission, Exemplar down to them (paying off extra debt in the process, or making more INF if you haven't any debt to pay off) ... and get the badge, even if it's not your mission.

An surefire way is to roll an alt, get the mission, get a friend on the team, let him enter, give him the star, log out, then get on the guy you want the badge for (making sure he is in the same zone as the mission before logging on) and then blowing through until the mission is over. Voila, badge on both your characters.

last time they did datamining like that, it took them 1.5x the period reviewed to get it done (badges). Otherwise, they would of had to stop developing ANYTHING the data-analyzing/mining people could work on.

Ok. How about a choice when someone is exemp into a lower level TF (or Trial) they could choose whether they want a TF or Story Arc recipe? That way people who need a lower level ultra rare story arc recipe have at least some shot at getting it without messing up people who are doing it for the TF UR recipe.
