I get ganked in SC and RV when I bring my emp and I suck at PvP. I want a good stalker killer, and a little bit of revenge. who better to ask the the pro's?? please share your experiance!

The builds can be played through to 50. The only issue is to get to 18 when you get blaze. After that it's pretty easy. If you need another attack, take one and then respec at 19 when you can slot up blaze a little bit. The builds posted assume caps for PvP zones. The last build posted reflects a final build compliant to the latest issue.
thanks. I have alot of unfinished business to do. for the guy who uses fly and scans from the sky, what is the range of a level 30 snipe with 3 range enhancements? aim plus tactics plus the built in accuracy should be good, right?
also, i am having problems clicking on the enemys with the mouse. should i make usernames show ALL of the time?
is it better to acend or decend your power button bars?

just would like to add that if you put a stealth io with cloaking device it stacks so no stalker without perception can see you, so you can tp foe stalkers into trip mines without them seeing you.
Except you won't be able to see those stalkers with stealth + stealth IO + hide, ever, unless you get outside buffs or pop yellows, and then you'll be able to see them at 10" only (melee range), because of the perception cap.
Energy Melee Stalkers can two / three hit kill you. And without better Stun protection, you will just be bait.
Build Up + Total Focus + Energy Transfer + Bone Smasher (if needed) will take down most Blasters.
A good Blaster will anticipate being stunned and load up on BF's. Alot of people poo-poo the idea of popping inspirations in PvP but if you don't, you really leave yourself with large holes in your survivability. The Strength of Will inspirations you get in Siren's Call are the best. Three minutes worth of mez resistance is definitely worth the effort of getting 1,000 bounty in Siren's Call.
I do see one problem on that Siren's Call power. It would be mostly gone by the time you got to RV.
Build Up + Total Focus + Energy Transfer + Bone Smasher (This combo can only be done in Warburg or RV.
Break Frees - in order to use these, you'd have to pop them as soon as I was spotted and not launch an attack. Typical response is to attack first pop break free after the attack. If all I need to take a particular Blaster down is the first two (TF and ET) then odds are against him getting a BF off in time to hit a green or pop a heal. Even if he had enough health bonuses that a Bone Smasher is needed, he'd need a good bind or just be quick enough to manage that. Most don't survive. At least not most of those I've gone up against on Guardian.
With the new changes to blasters, and some new IO's in i11, I thought I'd revisit my anti-stalker build. This build stacks perception and recharge, and skips the trip mine/tp foe combo in favor of a more stealthy slow-em-down-take-em-out-quick approach.

Nice, detailed posting Waraw, but your build has a few holes.
1) Your only extra travel power until 49(!) is Super Jump. One Webnade, even a temp one, and you're toast.
2) Rectified Reticle: +Perception is a unique. Ergo, you can't have it in Targeting Drone, Tactics, and Aim.
3) Aim at 35?!?! You want to be able to chain together attacks and enjoy the new Defuriance. Unfortunately, without Aim at the lower levels, you're probably not going to do so hot at your appointed task in BB and SC.
4) Acrobatics at 38? Well, guess that helps for RV and WB. But it doesn't help you at all in BB or SC. I recommend that, if you intend to keep this, that you squeeze in a Karma: KB Prot in your Combat Jumping and your Cloaking Device so that low level KB doesn't knock you flat on your butt. I'm gonna tell you, though, if you run into anyone with a Nemesis Staff, expect to receive a lot of pwnage the way you are setup now.
5) Web Grenade is one of the jewels of the Devices set. In fact, it's the absolute best starting move of any Blaster Secondary. Show it some LOVE. At least cram 3 Endoplasms in there if nothing else (you're a 50, after all), but 4 Traps of the Hunter would also work nicely (gives it decent buffs, and provides a nice +9% accuracy bonus). This one power will seriously anger almost anyone in PvP, especially when spammed between normal attacks, as it completely removes their vertical movement entirely. Oh, hey, and it counts as an 'attack', so it buffs Defuriance now.
6) Tactics+Target Drone puts you well over the cap. 3 Reticles, even if they were possible, is just overkill. You might just want to go with TD and a Reticle, and save the Assault+Tactics line for some other combo... for instance, the Medicine line (to heal yourself between bouts) or the Presence line (for a single-target Fear so that you might stop a non-Ninja, non-WP in its tracks so that you can follow up with Webnade and Caltrops).
7) Smoke Grenade? Good luck. Its perception debuff wears off if the target is damaged, which you'll usually do, the debuff value really isn't worth boosting. Might help against mobs in PvE though.
8) Health. You want a Numina's +Recovery or a Miracle +Recovery in there somewhere. Take this advice from a person who has had a 50 Ice/Dev since Villains came out... it's not a pretty sight what the Ice/Dev combo will do to your end bar without it in a prolonged fight.

I suppose I'm too dependent on Mids knowing what is and isn't unique, and assumed that since Rectified Reticle - Increased Perception wasn't marked as such there it would be okay to put in multiples. I should've known, I guess. But on the bright side, this would free some slots for Web Grenade. I will take the other suggestions under advisement also. Thanks!

Looks better, but... just some of the placement and choices boggle me. Hope you don't mind some minor tweak suggestions:
Restructure your build before 24. Go with Hasten at 6, Super Speed at 14. Cram all the non-travel-powers you have in there at and before 20. For 22 go Combat Jumping, for 24 go Super Jump. It'll be easier this way, especially if you level with the build or have to go back for Task Forces or the like. You want your big three attacks, Target Drone, Aim, and Stamina all at the absolute earliest levels possible.
If you intend to survive, I recommend more than one slot in Super Speed. You're a 50, so... slot in a pair of Microfilaments. That's the Speed/End Reduction Hamidon Origin. Since 2 SO's of Speed in SS at 50 is at the speed cap, this should be more than enough as it will still cap you but greatly reduce the endurance cost.
Get more jump. 3-slotted Unboudned is not enough. You need at least 2 SO's worth of Jump in there, preferably 3. Mobility is key, especially in PvP. You want to get in and get out fast.
Hurdle needs at least 2 Jump in it. 3 is good, but a bit overkill on a slot-starved build. Swift needs to go away and be replaced by something useful.
Health looks perfect... got both +Recovery and the +2.5% Recovery set bonus. Just like mine.
Squeeze an Aegis: Resistance and Aegis: Resistance/Recharge into your Force of Nature. The extra bit of move speed will be helpful when moving at non-SS levels. You should have plenty of slots spare if you're following the rest of these suggestions.
Tactics needs a Set or needs 3 Cytoskeletons (ToHit/Defense Buff, Endurance Redux) if you intend to keep it. I recommend 3 Micro+Rectified Reticle in Target Drone as well, since the Reticle set doesn't have good bonuses. Alternatively, ditch one of your End Reduxes and one of your ToHit Buff IO's in TD and replace the two with a single Cyto.
If you don't have a lot of Hami-O's, work for them, even if that means saving up money to buy them. IO's have replaced a lot, even certain HO's, but certain ones are just too good not to get (Membrane, Cytoskeleton, and Microfilament) all come to mind.
Here is my Fire/Dev blaster's build that I have been using for a while, with a few minor I-11 tweaks for the new IOs. I have been quite sucessful solo, even more so with an Emp in SC. I cause most stalkers to scatter like cockroaches.

I disagree, fire with its higher burst damage and long DOTs definitely pisses off stalkers more than slows.

It is true that Target Drone+Tactics+Perception IO will cap perception in BB, SC and RV. BUT, stalkers with Hide+Stealth+Stealth IO or Hide+Invis are at the stealth cap in all zones. The big problem is that the Perception cap is only 10ft greater than the Stealth cap. Not really gonna help in most cases unless they are literally on top of you.
hello for the fire/dev build, wouldn't be interesting to repalce fire ball by flare ?
It have the same animation time, a really shorter recharge, more defiance building and nearly the same dmg ?

My favorite stalker-hunter character is a AR/Devices blaster.
I have found that flight is very useful.
Falling speed is never suppressed, it is also very fast, and can be stopped on a dime, so if someone tried to "fall" after you, they are very unlikely to be able to stop at the same time that you are (unless you are stopping by hitting the ground).
Usually by the time the drop-and-stop has been used, the timer is up for travel suppression.
Jet off, wait until invisibility comes back up, and move to another sniping point.
I could really use some help on my build...vs Stalkers and Widows for the most part. Primarily fighting in SC since I'm only level 33. Thanks in advance...

IMO, Flight is the best defensive power for a stalker-hunter. Take their element of surprise and use it against them, and if they use inspirations, you can just fly out of range.

A lot of people underestimate Flight as a PvP travel power but it can be very effective as a means of surveying the battlefield and getting the quick drop on people. I'd be a little wary of using it as your only means of travel, however, as -fly is so abundant in the powersets as of late. Combined with TP or SS though, it's a potent tool for both blasters and spines or claws stalkers, IMO.
