  1. Looks better, but... just some of the placement and choices boggle me. Hope you don't mind some minor tweak suggestions:

    Restructure your build before 24. Go with Hasten at 6, Super Speed at 14. Cram all the non-travel-powers you have in there at and before 20. For 22 go Combat Jumping, for 24 go Super Jump. It'll be easier this way, especially if you level with the build or have to go back for Task Forces or the like. You want your big three attacks, Target Drone, Aim, and Stamina all at the absolute earliest levels possible.

    If you intend to survive, I recommend more than one slot in Super Speed. You're a 50, so... slot in a pair of Microfilaments. That's the Speed/End Reduction Hamidon Origin. Since 2 SO's of Speed in SS at 50 is at the speed cap, this should be more than enough as it will still cap you but greatly reduce the endurance cost.

    Get more jump. 3-slotted Unboudned is not enough. You need at least 2 SO's worth of Jump in there, preferably 3. Mobility is key, especially in PvP. You want to get in and get out fast.

    Hurdle needs at least 2 Jump in it. 3 is good, but a bit overkill on a slot-starved build. Swift needs to go away and be replaced by something useful.
    Health looks perfect... got both +Recovery and the +2.5% Recovery set bonus. Just like mine.

    Squeeze an Aegis: Resistance and Aegis: Resistance/Recharge into your Force of Nature. The extra bit of move speed will be helpful when moving at non-SS levels. You should have plenty of slots spare if you're following the rest of these suggestions.

    Tactics needs a Set or needs 3 Cytoskeletons (ToHit/Defense Buff, Endurance Redux) if you intend to keep it. I recommend 3 Micro+Rectified Reticle in Target Drone as well, since the Reticle set doesn't have good bonuses. Alternatively, ditch one of your End Reduxes and one of your ToHit Buff IO's in TD and replace the two with a single Cyto.

    If you don't have a lot of Hami-O's, work for them, even if that means saving up money to buy them. IO's have replaced a lot, even certain HO's, but certain ones are just too good not to get (Membrane, Cytoskeleton, and Microfilament) all come to mind.
  2. Nice, detailed posting Waraw, but your build has a few holes.

    1) Your only extra travel power until 49(!) is Super Jump. One Webnade, even a temp one, and you're toast.

    2) Rectified Reticle: +Perception is a unique. Ergo, you can't have it in Targeting Drone, Tactics, and Aim.

    3) Aim at 35?!?! You want to be able to chain together attacks and enjoy the new Defuriance. Unfortunately, without Aim at the lower levels, you're probably not going to do so hot at your appointed task in BB and SC.

    4) Acrobatics at 38? Well, guess that helps for RV and WB. But it doesn't help you at all in BB or SC. I recommend that, if you intend to keep this, that you squeeze in a Karma: KB Prot in your Combat Jumping and your Cloaking Device so that low level KB doesn't knock you flat on your butt. I'm gonna tell you, though, if you run into anyone with a Nemesis Staff, expect to receive a lot of pwnage the way you are setup now.

    5) Web Grenade is one of the jewels of the Devices set. In fact, it's the absolute best starting move of any Blaster Secondary. Show it some LOVE. At least cram 3 Endoplasms in there if nothing else (you're a 50, after all), but 4 Traps of the Hunter would also work nicely (gives it decent buffs, and provides a nice +9% accuracy bonus). This one power will seriously anger almost anyone in PvP, especially when spammed between normal attacks, as it completely removes their vertical movement entirely. Oh, hey, and it counts as an 'attack', so it buffs Defuriance now.

    6) Tactics+Target Drone puts you well over the cap. 3 Reticles, even if they were possible, is just overkill. You might just want to go with TD and a Reticle, and save the Assault+Tactics line for some other combo... for instance, the Medicine line (to heal yourself between bouts) or the Presence line (for a single-target Fear so that you might stop a non-Ninja, non-WP in its tracks so that you can follow up with Webnade and Caltrops).

    7) Smoke Grenade? Good luck. Its perception debuff wears off if the target is damaged, which you'll usually do, the debuff value really isn't worth boosting. Might help against mobs in PvE though.

    8) Health. You want a Numina's +Recovery or a Miracle +Recovery in there somewhere. Take this advice from a person who has had a 50 Ice/Dev since Villains came out... it's not a pretty sight what the Ice/Dev combo will do to your end bar without it in a prolonged fight.

    How can you claim Freedom Phalanx Reserve is a minimum level of 14 when you have to be 22 to enter Dark Astoria and get the plaque for the History mission? Shouldn't the minimum level be 22?

    To those who ask about Atlas, the reason it is a level 7 minimum is because that is the level one must be to get into Perez Park, also for a plaque.

    Crey's Folly for Conspiracy and Vanguard plaques mean that one has to be 30 to acquire them. You mentioned Vanguard needs 40, which is fine, but that sets the minimum level for Conspiracy THeorist to 30.

    The Croatoa Accolade "Geas of the Kind Ones" can be achieved by level 30, the minimum level one must be for the task force. Expect to sacrifice yourself multiple times to accrue enough debt to make up for 10 consecutive AV kills, however. I know for certain it's not a minimum of 40, as my 32 Controller just got the thing.

    Im sorry all this leadership etc, for a bubbler? For pvp purposes I find PFF (Personal Force Field) to be the BEST ability a MM can have. I remember using different types of hero archetypes to defeat it in SC all lvl 50 including tankers, scrappers, trollers, and blasters. None worked effective enough simply due to PFF.

    I love turtles that pull this stunt. Alas, Targeting Drone + Aim will ruin your day. Did this plenty of times in Triumph when someone would cruise over, thinking themselves safe in the bubble, only to eat a pair of Holds and drop to the mat with all their toggles (including PFF) off... usually in the middle of a pack of heroes who descend upon the MM like sharks.

    It's a nice trick, but not something you want to be running consistantly. For my own consistancy, however, my Blaster has 2 ACCs in all powers, 3 Acc ups in Drone, and 1 in Aim. Pops bubbles good.
