suppose you have a power with 1.00 ACC.
And you slot it up with 66% acc.
And we'll say after def,tohit and DR you have an overall chance tohit of 31% which i think is tohit cap?.
30% Elusivity
1.66(1-.3)=1.162 x .31 = .3602 (36% chance to hit)
10% Elusivity
1.66(1-.1) = 1.494 x .31 = .4631 (46% chance to hit)
someone tell me if i did this right.
if i did do that right i dont see how that is akin to everyone will have a 95% chance to hit any defense build or getting hit by a 110 mph car or a 109 mph car.
edit: this is of course not figuring IO bonuses to the equation. i'm aware peeps got like 200+. did anyone check if the acc curve was adjusted?

Most defense builds short of a T-9 have a 20-35% def (after DR, though most well slotted Forts can get 40ish% with ML). Base To Hit in PvP is 50%. Max bonus To hit is about 30% (you can get slightly more but DR hits the numbers hard after 30%). And though the combat stats don't reflect this I do believe DR affects Accuracy Mods (which is --> {Base Power Acc * (1 + Acc Enh Bonus + Global Acc Bonus)}).
I'll run a few Examples:
Scenario 1
--------------
Issue I-13
Stalker: 25% Ranged Def (after DR) with 30% Elusivity
Blaster: with no To Hit buffs active, Base Power Acc of 1.00x, Acc Enh Bonus of 66% and Global Acc Bonus of 30%. The Acc Mods = 1.00 * (1 + 0.66 + 0.30) = 1.96 (and lets say after DR its 1.80)
Chance to Hit = 1.80 * (1.00 - 0.30) * clamp(50 + 0 - 25) =
31.5%
Scenario 2
--------------
Issue 13 still
Same Blaster and same Stalker, but this time the blaster pops BU and AIM for 30% To Hit (after DR)
Chance to Hit = 1.80 * (1.00 - 0.30) * clamp(50 + 30 - 25) =
69.3%
Scenario 3
--------------
Issue 14 now
Same Blaster and same Stalker, no BU or AIM
Chance to Hit = 1.80 * (1.00 - 0.10) * clamp(50 + 0 - 25) =
40.5%
Scenario 4
--------------
Issue 14 again
Same Blaster and same Stalker, blaster pops BU and AIM for 30% To Hit (after DR) again.
Chance to Hit = 1.80 * (1.00 - 0.10) * clamp(50 + 30 - 25) =

As you can see the change to Elusivity can make a HUGE difference (31.5% to 40.5% without To Hit buffs and 69.3% to 89.1% with To Hit Buffs). BTW with no Elusivity the numbers would be 45% and 95%. Now I do believe 30% Elusivity was too OP, but 10% may not be enough. -

What's more important is how the various ATs are going to do in i14. Widows have been very strong but the elusivity nerf combined with their damage being reduced may change things somewhat. Or not.

Forts pwn most stuff now in I-13 (except Fire/ss/earth tanks 1vs1)... but in I-14 Elusivity gets dropped to 10% (from 30%) across all ATs (except PFF which will be 50%, down from 80%). Also VEAT damage seems to have been nerfed about 15% or so. So IMO that game is and still will be all about damage... and blasters win by a long shot there (though banes and stalkers have some nice burst damage as well... oh and SHARKS!!!). -

Now Forts, Frozen Armor tanks , Ninjitsu stalkers, and SR Scrappers are all confirmed to be down to 10% elusivity on test (from 30% on live).
Also tested the Patron: Scorpion Shield is down to 10% elusivity (from 30% live). PFF is down to 50% elusivity (from 80% live). Also PFF and Scopion Shield stack for 60% elusivity (down from 110% on live) -

My favorite is my Fire/Dev blaster (in SC), cause once you're webnaded you either phase or die. That and he has enough accuracy and to hit to hit forts and widows most of the time with ML on.

Stealth Stacking:

One of the most common questions is can I stack this with that to become more stealthy, well it depends.
Here are some rules of thumb:

It is true that Target Drone+Tactics+Perception IO will cap perception in BB, SC and RV. BUT, stalkers with Hide+Stealth+Stealth IO or Hide+Invis are at the stealth cap in all zones. The big problem is that the Perception cap is only 10ft greater than the Stealth cap. Not really gonna help in most cases unless they are literally on top of you. -

***A few Notes***
1. Stalker with Hide + Stealth + Stealth IO has 1190 ft of stealth, which is higher than the cap in every zone.
2. Also remember that the Hero perception cap is only 10ft greater than the Stealth cap. So you are over the cap in BB, SC and WB, but under it in RV.
3. So in BB, SC, and WB you can see Stalkers within 10 ft... not much time to dodge an AS. In RV they are invisible till they strike. -
Hover for pvp... NO. One air superiority from some one else and hover is useless. Then they can knock you around like a ragdoll. There is no replacement for acro... in pvp... not even -KB IOs (you need 5 to block all KBs including force bolt, but 3 will get you by).

I don't think Archery has changed much at all. For /Dev... only really two notable things I can think of. One, Smoke Grenade is now auto-hit in PvE for the -Perception Debuff (I think it has a to hit roll in PvP). The -Acc Debuff part of SG still has a to hit roll in Pve and PvP, I think. Second, Taser is now a ranged attack, only 20 ft, but its still something.

Nice Guide there Ivory. I played with you the other day on my Fire/Dev blaster in RV (Crimson-Nite). Pwned us some Corrs, Doms and brutes (even a stone brute).
You didn't talk much about Epic powers though. I love ice mastery with my /Dev. The snow storm power is great and devastating especially in PvP. The webnade + snow storm combo = no movement unless the foe has Teleport. The Frozen armor adds a little more defense you what you get with Cloaking device and smoke nade (if you took it). And hibernate is a great way to get back to full health and end.
Force mastery is also great for PvP and PvE. PFF, Temp invul and FON are great damage mitigation powers.
If you are not into PvP, munition mastery can be nice. LRM rocket adds some more nice AOE damage for PvE. Also Body armor is a passive which is great if you want some damage resist but don't have end to spare for a toggle.
Fire mastery has some nice things (like a rez), but I don't think it works the best with /Dev. -
I figured it out.
Stealth IOs add 300 ft of stealth (checked it multiple times now).
Cloaking Device add 390 ft, this effectively is 690 ft of stealth combined (Cloak+stealth IO). In PvP base perception is 500, so with a stealth IO and Cloaking Device, you are effectively invisible. BUT, the stealth cap for a hero is 570 ft (at lvl 50, which I confirmed again).
I can't test Super Speed, because it has no stealth component in PvP. But a stealth IO and Super Speed does make you invisible, just like Cloak+SS or /Stealth+SS. -
Anyone know what the -perception value of the new Steath IOs are???
I tried to test it. My Nin stalker (with Danger Sense off) was looking at a regen scrapper with a Stealth IO in SJ in Sirens Call. My map marker was being weird and when I marked his position, it put it 59 ft over his head. I backed up till I couldn't see him and lost him at 88 yrds (264 ft) back with the marker in the air. So if I did my trigonometry right that means I was actually 85 yrds (257 ft) back. Meaning it would be -243... and I though all stealth powers were -390. I need to restest it.
Anyone else tested the new IO stealths? -
I have a few comments:
1. Stealth only gives like a 2.5% defense bonus, and IIRC that defense is suppressed the instant you attack, therefore slotting it for defense is pointless.
2. How can you put Build-up off till 41... You should be getting almost as soon as its available like lvls 6 or 8. Youre a scrapper you are suppose to kill things quick.
3. Hurdle as your only vertical movement will be very painful. I would suggest getting Combat Jumping in the least as well. With Combat Jumping+Hurdle you can jump like 30ft high and scale most stuff in the environments with ease.
4. For Aid self I suggest 2 interrupts, 3 Heals and 1 Recharge, in that order. With 2 interrupts you can fire it off in most cases in battle even with some DOT damage on you.
I have a Kat/SR scrapper. I respeced him to kind of a stalker-like PVP build with Invis, putting Lotus at the end, since AOE attacks don't help much in PVP.

I have to agree that Aid self is way more useful than the passive powers. Since I came back in I-7 (I left in I-5 after the nasty nerfs to regen, invuln and burn), I have respeced into a pretty similar build, except I got Stun. I want to be able to mez bosses and annoying enemies... including other players in PVP. I also have some Hami Os in certain powers like Invinc and TF.
