Stealth caps
Put short, the only scenario where you can safely assume you're not being seen by any enemy is being a stalker with all stacked Stealth you can (Hide, Pool, IO).

Yes, some villains have different caps. I don't know the exact numbers, but VEATs have higher caps than villains that aren't Stalkers.

VEAT's have a cap of a bit above 800, if I remember correctly.

Not putting numbers in here because I don't know them offhand, but it goes like this (from highest to lowest cap):
* Stalkers
* VEATs
* Everything else
And perception caps are different as well, again from highest to lowest:
* VEATs
* Everything else
So yes, a perception-capped VEAT can see a stealth-capped Stalker from significantly more than 10 feet away.

So, all heroes cap at 571.5? Are the caps for villians different? I know stalkers are higher.
