That's more a very subjective opinion than fact, isn't it?
It's hard to argue anything as "not counting as content". There's a fairly easy argument to be made that different content carries different weight, though. 30 new costume pieces does not equal a new TF/SF, or PvP stuff does not equal PvE stuff overall, for example.

Yes they do. Just because it's not content some people want doesn't mean it's not content. I don't like liver, but that doesn't mean it's not food (unlike soup, which really isn't food).
The only disappointment I'm feeling ATM is waiting for villain Khelds.

Since you mentioned your post was mostly a rant I am going to throw my 2 cents in
My biggest disappointment with the updating is the lack of epics for CoV. Heroes got these after a only eight months and a few days.
Villainside is currently looking at a full thirteen months with no i9 plans near in sight. With the massive i8 bugs that were released the other day its going to take even longer.
Villains have no new content, no new zones, and the lag has yet to be fixed. (I run maximum settings heroside lag free, and am forced to downgrade to bare minimum to function in grandville).

Did I miss the memo or not see these threads on the Active Topics link? To what are you referring, besides a possible GFX bug with GA and Kheld shapechange?
Edit: NM, I found it, but with the exception of the Kheld respec bug and ongoing ATI issues, a lot of these should be easily fixable. Nowhere near as massive as I7's bee's nest.

couldnt you say that when a issue is decided upon that minor features can be added after productions starts wile major features should not be put in current feature deserve their own update/issue
such as how we were suposed to get flight poses and they were pushed back and same with other systems that were annouced

graphic additions should update frequently around the year seprate from normal issues becuase they dont really change gameplay just make the game freash or atleast something else to play with
the problem is more with spending more time devoted to feature that were promised and/or added late and it could not be done yet
