Probably because the devs took notice of how popular the PvP events were on test where you make a character and instantly leveled up to 40.
Obviously the devs wouldn't let us instantly make level 40s (at least not yet, perhaps they might one day), so this appears to be a compromise.

You know, I have the reputation of a fanboi here, but even I can see this in a cynical light.
Look at the way this was announced. NC Soft told video game newsites before they told us here at the forums.
So perhaps this is just a way to get some good PR in the video game media to try to band-aid the wound caused by news of the recent NC Soft layoffs.
I think this weekend has very little to do with Cryptic or City of Heroes in particular. This seems to be a strictly NC Soft PR move.

Item of Power trials have been on and off test since October of last year. After multiple testing cycles (and many many bugs) they just about had it worked out the last time they put it on test. So - why isn't it live? Because Villians only *just* got the opportunity to hit level 50. If they put it live at the onset of I7 there would be numerous people complaining that they're VG couldn't get an IoP or couldn't hold on to one in a base raid simply because of the level difference. What is this weekend doing? It's ensuring all the villians hit 50 before the Cathedral of Pain trial hits live!!!
It's a real, legitimate reason for giving double XP. It's not just for fun, not just to please the playerbase, it's a GAME BALANCING move! Genious on the devs part!

More people on a team means more xp and if that is doubled, everyone will be grabbing players just to up the spawn counts.

Oh, thinking about it, this'll be a good weekend to get some of those TFs out of the way I've been sitting on. Double exp might make it easier to find willing parties, and then I get double prestige at the same time.

I have a notoriously short memory, but can you remember a single time where the boards were the source of positive, announcement-level news? NCSoft Reds are good at linking to breaking news. Rarely, if ever, is it broken here. I'm not opposed to NCSoft's PR department getting cherry scoops, but do they have to get all of them?

Ohhh, another theory.
Many good reasons why this is happening:
1. People liked the PvP events on test and this is the live compromise.
2. To balance the Cathedral of Pain trial with villains.
3. To recover from the PR disaster the layoffs were.
4. To compensate for the global bugs.
5. To try to retain some players over the weekend during Comic Con, most likely the BIGGEST convention that would hit our playerbase all year.
Either way, I'll be playing all weekend attempting to get my level 40 brute to 50 in 3 days. Good times!

Right, now to pre-level my various characters to level ranges where I can run really really good xp stuff... So I'll miss some contacts.. . Meh, I have done them all before...

This isn't for us at all. They've already got our money.
The Issues had previously been released quickly enough in succession that players would leave and unsubscribe and only return for the Issue release. They'd stay for a week, check out all the content, and un-sub again.
Issue 7 took six months. There was nothing in between that really dragged back previous players so they released that "free weekend!" thing and got back a few veterans who couldn't resist the temptation.
Double XP Weekend, if done every 2 months or so, might provide the impetus for subscribers to hang on, or at least to return periodically.
The people who read the boards know it's all about the journey and not the destination. The developers are smart enough to know that people will still pay through the nose for a free ticket to the end of the line.
Hey, it's the free market: if they're doing it to grab more subscribers, more power to 'em. I'll certainly be there.

When is it not? When somebody asks for a link to information about I8 or next year's box expansion, do you (the metaphorical "you") shoot a link for anywhere here or on the main game page? NO. You shoot em a link to to a third party site.
If this game had an ad budget, this site would be the only stop for CoX info we'd need. However, they don't, so they make almost everything a 'scoop' on a third-party site. It's a bit savvy, but a bit cheap too. Ya do what ya gotta do, though.
