Even if I'm the closest possible to get this Vet reward, I'd jump on the "make it a base feature" bandwagon without a second thought.
I would suggest, if the Devs have set it in stone to be a Vet Reward, is to make it a Vet reward base item like the picture frames and lil' flying jet.
So it's placeable only by a rewarded 84 vet but becomes a feature useable and appreciated by all FOR BASES!!!

This is a weird combo. It definatly shine in a team setup. Even then, you kinda have to know how to help this particular team the most, specially before you get the Singularity, Recovery&Regen auras and all the slots required everywhere there.
Are you better to lead (to an extent) with your gravity powers: Mass holding, properly located wormholing, letting loose the Propelling...each locking you down pretty much for 3secs of animation? Or does the team need you to babysit them with quick heals, sustained buffing on particular teamates and quick save holding? Each choice can shine, but when the **** hits the fan and you try to save the day with a Grav/Emp... concentrate on one or the other!
You will be standing there doing nothing watching health bars if you dont lead with gravity powers when appropriate, or the other side you'll be watching teamates die while you were wormholing/propelling something at a dude when you should have babysitted the group. Learn to make the right moves at the right moment and it will make you a tide turner and take you through the mid levels with good team xp.
Then you get to 35, all powers all slotted (dont underestimate Regen Aura, so you can 'heal' the resistant to heal Singularity while soloing) and its all fun, play and gravy like with any respectably played lvl50 controller -
I dont know what to type. This is too much in one night.
1st, the Canadiens beats the Capitals and go to 2nd round (go Habs!)
then i come home to read that gravity might get some fixes!?

Also to consider, CJ will accept the jump set Stealth unique IO.

That's a good idea IMHO.
The better numbers on Defenders buffs dont make all that of a difference: the buff happens anyway. What makes the most difference is just basically by having the buffs available.
I can't think of something LESS spectacular in this game than having an endurance cost reduction compared to controllers versions.
Recharge must be the most slotted item across defenders powers, this could free more slots to make a defender more offensively capable too. -
I have a long experience with AR/Device. I found the combo very enjoyable, but as mentionned above, its an aqcuired taste. Many find the powers of Device to be lacking, but the AR/Device works very well because of one thing: Caltrops.
The thing is, AR have quantities of slow firing AoEs.
So any thing that will, 1st: keep baddies at bay and/or bunched up and 2nd: Disrupt their actions by AI modidfication (fear effect) or Knockdown, will be a godsend to an AR blaster. Caltrops accomplish both.
With that simple idea in mind, plenty of the AR comboes possible since proliferation sounds effective to me. AR/Storm (Freezing Rain), /Ice (Ice Patch), /Dark (Tar Patch) all have a caltrops-like power. /Force Field's Force Bubble sounds interesting if one can build enough self defense %'s with IOs.
What i mean to say is that ability is cornerstone to any *soloing* AR in my book. I'd recommend filtering the diffenrent comboes that provides that, then choose the one that have other powers you would like in *teams*. -
There is two things there, commonly called status "protection" and status "resistance".
Protection is what Tankers and Scrappers get. Its the mecanic which completly negates a status effect, the char still goes unhindered. Up to where a certain level is stacked, overcoming the protection, the player is held or stunned or else.
Resistance is what other AT gets. It reduce the time lenght of which a status effect will hinder you. AFAIK, the maximum one can reach in resistance is 50% of the effect lenght reduced.
So for youre Kinetic, being a defender, Controller or Corruptor (MM gets Kin?), there is little hope beside asking for teamate to empower you with a status protection power, like your own Increase Density or the likes, like Clear Mind.
One other way, which is incredibly more effective, is to try to get as much defense % you can get. There are numerous set bonuses for defense, and the effect of, lets say 35% positionnal defense, is over the top in effectiveness compared to a 50% reduction in status effect lenght alone.
It will save you both from damage and status effects. The only drawback is that certain status effect, specially from Psychics like a Ritki Magnus, dont have a positionnal vector so its skips your defense completly. Still, overall, Defense is the way to go for a non-armored char to self preserve from status effects. -
I have aggro'ed many, many mobs with my dmg/range pimp'ed Full Auto. In those moments, the face palming occurs while i rush ahead to meet them with Caltrops hoping to give the team some time...or allow me to clean my own mess lol

Storm and Dark Miasma are to me the most heartbreaking powersets to use and to see being used when PuG'ing alot like I do.
One is overly noticeable for its drawbacks when used by n00bs who dont understand it, leading to n00b teamleaders dismissing it.
One is painfully un-noticeable even when skillfully used, leading to n00b teamleaders dismissing it. Makes it even worst in that case.
While both are potent enough to lead a team into battle. So to the OP, yes, both sets are definatly top performers in my book, they also have a steep learning curve to overcome before reaching that potential. -
I remade my Pollution control concept (Earth/Storm/Ice).
The results are as ugly as I wished lol! Specially happy about the new graphics for EQ. -
Well ok... I was just in Cimerora, with my 50 blaster and his lil Mekman.
At casting, he did his usual fist in palm emote.
I made him run a bit to break from current emote and standed there. He took the standard hero pose crossarms/fists on hips.
I thought to bring him around combat to try to get him into cheering actions.
While i had no problem convincing some romans to be slaughtered for science, i couldnt get any emotion at all from the lil mek.

Yet there are times such a power has to be applied lavishly so that you don't continually wipe out. So you spend a lot of your time apply a short-term buff to keep people from being mezzed.
Forcefield bubbles aren't expansive enough (a fight can easily spread out a bit too much.)

No really, I dont think the re-engineering of Dispersion Bubble, FF Generator, Clear mind, Increase Density, Sonic Heaven and what else is worth giving each and everyone Mezz protection. Effectivly removing mezzes from foes and leaving this card only in the players hands!
Everyone who think facing mezzing foes is a too hard of a challenge should maybe re-direct their gamer career to the like of Solitaire or minesweeper (althought, you can still lose easilly playing the last, to use with caution) -

The PP's MoG is different from the one from the Regen powerset player use. It is unintentionnaly funny that you titled your post this way hehe. Thats because we use to have the same MoG than the PP and it was, at the time, deemed the most Useless/Dangerous power to use in most situations. It reduce the users HP to 10% or so, made you immune to healing and regen and had glaring holes in the Res/Def it granted. Anything Psi would one shot you, and low dmg Auto-Hit powers, like Caltrops, could casually defeat you.

Well, just ask your team!
Its not a good tactic for most Corr, Blaster, Dom, Controllers and defender. But i can see Tankers, Scrappers, Brutes liking it.
Just talk to your team, so some keep a safe distance from you while the other follows in the TP for that awesome alpha that is a Teleported team firing all PBAoE simultaneously!
Expect alot of them team to not want to use it anyway thought. -

That's an unfortunate bug to the least...and good job everyone at analysing it too. I just want to add, maybe take in consideration who is the actual mission holder/star holder in relation to the elusive team spot earning more. -

If you didnt liked Caltrops, i'm afraid there is little you will really like later down the line in /Devices. Caltrops are the gem of /Device IMO.
You have great controls in Ice, so it dosent help /Device shine any better either!
Keep in mind that my Favorite char of ALL TIME is a AR/Device blaster. I LOVE Device. But its definatly not the case for everyone and understandably.
I think Ice have enough controls by itself that you could go for the pure performance enhancer that is /Energy.
It got Power Boost to make your holds even more powerful, Conserve Power to fix any Endurance issues (and great post-Blizzard, just pop a blue insp), Boost Range will work well with the slowing inherent to Ice blasts to keep a safe distance.
To top it off, Total Focus and Bone Smasher to smack those held foes. -
Oh it is worth it.
It's also a game in itself if you are the 'tweaker' type. I actually love staring at Mids for hours at time planning builds for chars not even out of the creator yet!
One thing I like to do as a starter, is to find what power I could emulate using IOs on the character.
Can i fit easily a -KB IO somewhere instead of Acrobatic? Can I fit a stealth IO instead of the power Stealth? Kismet +ToHit is 1% short of an unslotted Focused Accuracy, but without an actual endurance cost but for the power its slotted in.
Later in the process (Later in design and affordability) I found it sometime viable to see if you can gather enough easily obtainable (for a blaster) +recovery. Paired with an end support power like Conserve Power and the +Recovery Uniques IOs and forgot about Stamina completely.
That is the way I work IOs into my chars. I keep a global view of the character instead of focusing on a specific top rated bonus like Recharge or Defense.
Many very powerful build are crafted this way of course, but at the expense of powers effctiveness alot of time, having to use 'mule' powers and slots to achieve the desired stats.
I perfer using IOs to have the maximum amount of different powers at my disposal and have all those powers effectively slotted.
Same IOs, different strategy, lots of fun!
