Woman in Black is a defeat badge for defeating Shivans, you can find them in some CoV missions and in Bloody Bay.
Beautiful was a mission badge associated with the 2006 Valentines event, if you didn't get it then you missed out.

The Prima Guide, which is a pretty official source since it was written by the Devs, says nothing about badge tiers.
It simply says "Kill 200 Shivans"
I believe the tiers are a misconception based on the fact that the bar only moves in 1% increments, and then those movements may look different each time based on your screen resolution and the number of pixels 1% gets rounded to.

The observations that minion 7th Gen Paragon Protectors count less than boss PPs - has this been a false measurement or an exception?
I'm also pretty sure it's 100. I got mine without trying to doing contact missions with an 8 person team. We would wade into a room and there would be 12 blobs in it...Only took a couple of missions if I recall.

Bring a 4+ member team on the "Recover Amanda Vines" mission and you should have no trouble getting the badge in one run. That lab is stuffed with them!
Edit - You might want to set your difficulty slider up to Tedious... err "Malicious" to maximize your numbers.
It is more then 100 for sure. Killed around 130 something before I got mine, herostats counting. 150-200 easily.

I farmed a CoV mission from Mashall Brass (iirc) and Hero Stats counted exactly 200 before I got the badge.

what about deathsurge and gremlins? deathsurge is possibly a triggered monster, but how does he relate to the supposed tier system for bosses?
Supposedly, killing Deathsurge attributes 5 - 10? "points" worth compared to killing one gremlin which gives you one "point".
Haven't seen it myself since I haven't seeen Deathsurge since Beta :-/

Heh, that sounds completely ... useless. In the time it takes to find, organize and defeat Deathsurge you could probably find and kill 30 gremlins.

25 or 50 - takes about four Deathsurges to get badge.

I seem to remember that for a while female Paragon Protectors weren't counting for the badge at all, resulting in wildly varying opinions as to how many were required. That might account for the false measurement, it certainly does a good job of explaining why my main doesn't have the badge yet. I've beaten up enough of them that if it was just a sliding scale of value I would have gotten it already, but I went through that story arc a while ago and haven't been playing her much recently. (level 38, and out of missions aside from warburg. When I play her, I have this horrible tendancy to pick up as much debt from taking on things that are just a little too hard, as I pay off by defeating them)

False. Deathsurge is worth 0 gremlins. I've checked my gremlins progress bar after bringing him down - no change. This is just an urban myth that people have passed around as "true" without actually verifying for themselves, as demonstrated by the fact that nobody is exactly sure how many gremlin kills Deathsurge is actually worth.
The confusion surrounding the Paragon Protectors is likely related to the fact that I suspect people are estimating too low how many PPs it takes for the badge. Because of the 7th Gen mission, and the way my bar would not move until I'd taken down three or four, my own estimate is 300-400 PPs at least.
Someone with Hero Stats is more than welcome to prove me wrong, of course. My assumption is based on there being 100 'ticks' to the progress bars (and comparing with the bar for the BP Masks badge, this seems to be true).
