Far be it for me to disagree with a dev, but this is demonstrably false. Go kill a 7th Gen Paragon Protector boss, and you get a tick on the bar. Go kill 3 minions, you get a tick. Go kill 3 Lts, and get 2 ticks.

Simple answer: DO NOT GO BY THE BAR.
Just before Issue 7, I was leading a sg team using the portal 7th generation mission. We had 2 new characters with us (both under 10, no dealings with Paragon Protectors). I asked the new characters to let me know when they were awarded the badge. I was within range of the party the entire time, and every 7th Gen defeat was recorded. I saved a copy of that chat log as soon as one of the new characters recieved the badge. I then counted every one of the 7th gen defeats. The total? 204. I'll assume that it was a bit of lag to award the badge, and me stopping the count. This number squares with the Prima Guide claims of 200 PPs. As far as the amount of each, well, the majority were minions, with LTs & Bosses in the mix.

You're definitely correct here. I've helped about 10 teams kill Deathsurge with my MM and I still don't have the Electrician badge.
NO way it's 200... I've gotten it from runnin just one mission on a large team set to Malicous (that one from Marshal Brass ...find ...whatever-her-name is "Vines"....
It isn't an ultra rare occurance for individual people to be awarded badges incorrectly...further adding to the confusion. Buggy counters happen. =)
I also want to chime in on the "watching my bar" method mentioned a few posts ago. The bars are just a rough estimate of your current % complete, and a pretty darn sloppy/buggy one at that! First, (assuming they work at all!) they often lag way behind your actual progress (I have received a badge with about 1/5 of a bar left to go) and sometimes even jump out ahead of where you truely are. (I just had to defeat 37 more Marcone bosses to get the badge after my bar filled.) IMO, now that the Devs are starting to waiver on the whole "NO HARD NUMBERS!!11!" thing they really need to replace the bars with a fraction with your running total over the amount needed. (heh, can you imagine the old Rikti monkeys set up like this: 7 of 10000 ..or worse, the current "epic" badges 5,234,567 of 1,000,000,000!
The only accurate way to test "counts" toward a badge that I know of is:
<ul type="square">[*]start with a character known to have ZERO counts toward a given badge.[*]Select a target to generate 'counts' and stick to just that target. (e.g. ONLY minions of type X if you want to nail down a kill count and don't want to get into any "ramping credit" debate--more on that later) [*]Keep as accurate a count as you can of how many of these you have killed. Reviewing your chat logs and using a 3rd parts program like HeroStat helps greatly. Also, if you are manually keeping track, write it down! Also keep in mind that sometimes bugs happen and a kill or two may not register a count, I tink it's safe to assume that the badge #s are some even # like 200 not 206.[/list][*]If you want to take on the whole minion/leut/boss scale debate the thing to do would be to:
<ul type="square">[*] Make two copies of a 'zeroed' character on test.[*]Run one through the badge only defeating minions. [*]Run the second through defeating a mix of all. (Note: there may be cases where defeating a mix of enemy class would skew your #s. For example: If bosses counted 2 for badge X but leuts (for some reason) didn't count at all that would be hard to track so you may want to go with 'all bosses' or 'all leuts' for the second pass.)[*]See if there is a singificant reduction in the amount of kills it takes to get the badge.[/list]If there is a difference and you kept track of minions v leuts v bosses you may also be able to make an accurate guess as to the ratio. I suspect, however, that using this method will disprove the theory.

If I'm not mistaken, like many other badges, it runs on the tiered system, so that it's: 300 Shivan minions OR 200 Shivan lieutenants OR 100 Shivan bosses OR anywhere inbetween.

well...the Paragon Protectors have that cause I believe somewhere, sometime ago that the cap to get the PP badge was raised to 300
7th Generation Paragon Protectors Minions - 1 count
7th Generation Paragon Protectors Lieutenants - 2 counts
Paragon Protectors Bosses - 3 counts
I'm pretty sure Wolves, Vampyr and Shivan's are 100 as well.
on a off topic note...why hasn't the description for Silver Bullet been changed? cause Warwolves aren't the only ones that count towards the badge...
I just did this on my Hero and my Villian and I'm pretty sure it was Just 100 for each. Bloody Bay for my Hero and a Single Mission for My Villian.

I've done this while watching 100% of the bar fill up before on Vamps and Warwolves, and you know what? I got the badge exactly when the bar said I would.
I'm aware the bar sometimes lags. I'm also aware of how to get the bar to refresh. With the exception of bugged bars (of which none of these are) that bar is correct down to the tick if you account for the refresh.
Positron is incorrect in this case. Why don't you people try it sometime? Go kill nothing but Goldbricker bosses. Count the number. Go kill nothing but Goldbricker minions. Count the number. THEY...DO...NOT...MATCH. Screw the damn bar.

It was raised to 200, not 300. Also during a brief time certain Paragon Protectors were not counting. Female PPs anyone? It was in the 4.11.06 patch notes (As a side note, patch notes need to be IMMEDIATELY PUT IN THE KNOWLEDGE BASE).

Thereby it is easy to see where peoples numbers are getting messed up.
That being said, like I said in the my post above, I tested this RECENTLY with new characters as my test subjects. They recieved the badge at 200. The 7th gen paragon protectors were minions to Bosses, including 1 named boss.
At a rough guess on the 204 7th gen PPs, based on the amount of prestige earned, 22% were minions (44), 52% were LTs(104), and 26% were bosses(54+1 named). The team size was 8, and the difficulty was level 4 to increase both spawn size and level.

Same goes for Wolves, Vampires, Shivans, Goldbrickers, and several other enemy types...
Well, unless this has changed with I7, I haven't specifically looked for it there yet.
*EDIT* I7 testing, just this minute:
I killed 2 bosses, got 2 ticks.
I killed 6 Lts, got 4 ticks.
I killed 12 Minions, got 4 ticks.
This was after I killed just enough minions to get a brand new 'tick', so that I didn't have left over portions.
I'm going to have to claim the rules have not changed.
