You know I really hate to burst your bubble, but there was a Pen and Paper RPG called Heroes or something.
And it has been out for a while.
It had a diffrent system where you could build powers with pros (explosive radius) and cons (limited use) and you customized your characters stats with points opposed to picking a set Archetype.
The core book was a thick one at that.

There are several current P&P Superhero RPGs. There have also been several that went the way of the dodo. I think the point here is that this is the official City of Heroes game.

This is true. Currently on my shelves there is Villians and vigilantes, Brave new world, and Champions (Heros). I like all the systems for various reasons. No offense intended but are you one of those Orignal or not at all gamers (ie D&D no AD&D no D&D 3rd ed?) I've met a few in my time and I'm just curious if you are one of those.
Me I like to experiment with them all.

I'm going to give it a good look, but if it's as complicated as it sounds (and I've played Unisystem, and it wasn't *that* bad) I'll be converting into the most splendiferous system I've found in a long, long time -- Savage Worlds.
I was hoping for a non-level system too. Maybe Security level is just a rating. To help GMs figure out what sort of things the players have access to and so forth (please please. I hope I hope?)
If not, is there a "Core" Unisystem book I can get? From the various demos I found on the Eden Studio web site all the systems *seemed* fairly different to me.

Guh... Captain Noob. Infernal had to restrain me from clawing his eyes out... repeatedly. I tried to argue that I was just making the world a better place, but for some reason he kept holding me. Stupid demon.
Well, I didn't get to play the demo while I was at ORIGINS, but from talking to one of the guys working their booth, they were "taking it back in to polish some rough edges" but they were still hoping for an August release.
That sounds like the system isn't final yet in July, but they're gonna try to push it out by August anyway . . . pretty scarry.
The press release about the COH RPG indicated it would be a modified system version of the Eden Studios Unisystem. It was also meant to be as direct a translation as you could get for the Online game. Besides Eden is currently working on a generic Super Hero game called Beyond Human, so I don't think they would mix the 2 games.
Other than convention details, we won't know much else until the game is released. Anyone who was accepted into the Playtesting for Eden Stuidos would have most likely had to sign some form of Non-Disclosure Agreement (NDA).
Now that all of that has been said ... so you got to play the trainers at level 2. Infernal at Level 2 ... just doesn't seem to be the same.
Wait you guys got a car ... Ok darn it, I want a car or scooter or something. Jumping all over this city is killing my legs and costs a fortune in replacement boots.

I imagine they are pushing to get it out for GenCon Indy. August 19th I believe.
If it's just to polish rough spots that usually doesn't mean any system rewrites, just some clarifications here and there.
Did anyone ask if there was going to be a source book with each online Issue?

Actually there are several systems that fit this descritions loosely. I think your thinking of Champions that uses the Hero game system. You compleatly customise your character including building powers through a point buy system. You can enhance a powers with adders and advantages, and get point savings on powers with limitations. To date the Hero system is still my favorite game system, though I've heard complaints that it is a math intensive character generating system (advantages and limitations work like enhancers in CoH where the cost is figured by Power cost * (1+modifier) / (1+limitations) = total cost of power; where adders are added to the base cost of the power), meh I've never had much of a problem with it though, but I've been playing Hero system since 1982 so...
The M&M system (relatively new) is another point buy system but much more simplified. It is based on the d20 system though. The character generation is easier for many to grasp and the system is much more widely known.
Other systems that could fit are, Gurps Heros (G.U.R.P.S system), Heros Unlimited (? system), Abberant (Storyteller system), Silver Age Sentinals (Tri-Stat system, and d20 system versions). There are more that I can't think of right now.

You are forgetting SuperHero 2044, the first point based system (with modifiers) that came out before Champions. I lost my copy of this game but some of it's concepts are what Champions used in a much more polished/playable format.
