Alright, since its unclear if multiple costumes on one character are allowed, I'm gonna submit the one I think has the best shot of being considered first:

Countess Crey's latest pet project, Nucleopatra is a clone of the Queen of the Nile but her DNA has been augmented with energy powers. The Countess should have known Cleopatra is no one's pet! Cleo escaped the cloning facility and vows to destroy Crey Industries and all evil in Paragon City.
