yes there is a badge for rest I did it and posted it earlier in one of the multi page badge threads I think this one.
Acctually after reading the description it the combinde amont of time you rest, are put to sleep, held,...stuff like that I forgot the badge name
I tired going back to the live server to get my character out of debt and level to 24 so I can recopy over and do the respec trial and the cape mission at a differnt level.....just not the same flying around without a cape 
. The new quick enhancment window is so much better, flying by the night club and wondering if anyone is in there only to realise thta there is no club there yet
I wonder if when t goes live will the badges count from when we started our character or when the up date goes live for the badges for taking damage, being held, sleeping, amoung to inf earned and stuff like that.
It's been dev announced that 'rest' giving you the hold badges is a bug, 'immobilize' isn't supposed to be included.

all you'll need to do is get a healer and go get stunned by a monster. he'll get his heal badges and u get ur stun badges.

He is level 29.
The Kracken in perez might give a badge and that monster is level 14.
Babbage is a random spawn in Boomtown and is level 19
Jurassic is a random spawn in Crey's Folley.
Someone needs to defeat them in their hazard zone spawning and find if they give a badge.
I wonder if the monsters in Tempest Quay give a badge.

He's 29th, once went wandering in DA hopelessly looking for tourist badges, stumbled across Adamastor in the -far- NE corner.
I killed the Kraken twice in PP within a span of 5 min from some weird spawning but no badge
Kraken's badge was inadvertantly not turned on...
It will exist in the next patch (or so)

I've clicked on all the 'known' plaques, including one that looks like it should be the 'Just say no' one, but no history badges.
Is there an NPC somewhere you must talk to, or the like?

If anyone's finished a history badge, they haven't said anything. But then, it doesn't seem like any of them will have just a single plaque to find - here's an example, seems to be about the life of Atlas.

I've also found three plaques relating to the Citizen's Crime Fighting Act, three involving Hero Corps, two about a Lost boss named Ishmael, and four that look to be about the Family and Superadine.

Guardsman - Are you taking the locations? If so, would you please start a History Badge thread that will focus on those. This thread is great and has been super helpful, but badges are too large to contain in one thread.
Also, I want to get History Badges tested thoroughly and I have only run into about 5 plaques total (and I'm looking for them).
Hard to beleive there are so many History badges when there don't seem to be that many plaques about.
there is a plaque location thread, its on the front page for the moment, But I was wondering if Positron had an idea as to when the history badges would be fixed so we know if we are testing them properly?

i believe i killed about 50, not 100.
I -know- the Atlas History badge works, I got it myself on the Training Room server.
Some of the History plaques are bugged, but I know several of them work.
To point you in the right direction:
Concentrate your searching in one level-range worth of areas. i.e. plaques in Atlas Park, Galaxy City, Kings Row, Perez Park. That's your best bet on getting all the plaques required for a History badge.
