  1. Muon's pretty much got it.

    Hot Feet also helps with the point of all High Level blaster powers: getting you out of trouble. Hot Feet contains a 3mag fear component, and a slow component. Ergo, when you do get into Melee range, most minion critters won't directly attack you, giving you time to pull off attacks and then get OUT of Melee range.

    Blazing Aura... well. At least it doesn't have a taunt component (anymore), but still, all it does is a straight damage tick for an 8ft radius. So it offers no mitigation for being in melee range.
  2. I'm afraid if those are your expectations, you are going to be very disappointed no matter what you do.

    Of the controller power sets, Gravity is the only one with a straight single target, high damage, non-DOT power. (Propel) For the most part Controllers rely on their Level 32 Pets for straight damage while soloing.

    Really, for what you want, which seems to be control AND Damage, make an Ice Blaster.

    The .Net framework's are installed by Windows Update, and there's really no way to NOT install them unless you hide the update.

In recent months, both companies have started releasing the reference drivers, used by the ODM's and OEM's to the public. These reference drivers may or may not work with the graphics chipset that your laptop ultimately uses.

    There's also the additional financial incentive on behalf of the actual laptop vendors to NOT update the drivers for their hardware. Their theory runs like this: If they update their drivers and continue to provide support, customers will have no reason to buy a new laptop. If they discontinue the hardware and drop support, an eventual software change will mean that the laptop is no longer functional and customers will HAVE TO BUY new equipment.

    The reason desktop vendors (largely) can't, or don't do this, is that components used in desktop computers are rarely proprietary or specially manufactured. True, some companies like Dell do go out of their way to use non-standard motherboard connections or mounting points... but for the most part, commodity parts are commodity.

    From a perspective moving forward, there's no guarantee that any laptop vendor you buy from will have a chipset that AMD or Nvidia will support as a company later down the line. About the only thing that can be guaranteed is that the laptop vendor will not be updating the driver on their own.

    As far as I'm aware, Sapphire (and for that matter every other desktop ATi vendor) just winds up mirroring the reference release.

    It's generally only in the mobile sector where the OEM Vendor's driver is drastically different from the reference driver.

    I had to keep downgrading until I got to the 10.2 drivers. They were the only ones that would work.

    It requires, as far as I understand, ATI to fix it in their drivers.
    The artifacts did not occur on one of the beta-fglrx OpenGl 4.0 drivers, so a fix is somewhere upstream on ATi's side. No idea why the fix hasn't propagated down to a released driver. It might be due to similar issues causing hangups on Unigine's Heaven 2.1 benchmark.

    actually, all of the in-game content will be loaded whether or not you purchase Going Rogue. Given the way the City of Heroe's processing engine works, it's almost impossible for the developers to maintain completely separate builds of the game based on whether or not a player has purchased the expansion. There's also the aspect that as CoH is an MMO, you will eventually come across another player who has access to that content, and if it's something like a costume set or a power animation, you have to have it loaded to display what the other player has.

    While separating downloaded content and only downloading what the player has purchased is difficult, it is quite easy for the developers to flag your account for access to content.

    This is why Players who bought City of Heroes, but not City of Villains, had to download and install all City of Villains content... and why players who bought City of Villains but not City of Heroes, had to download and install all City of Heroes content.

    So, the short version is: all of the content is downloaded, regardless of whether or not you actually bought that content. You just don't get access until you buy.

    Because of this, as in all past expansions and issue releases, there will be a pre-download period where all of the non-changing content will be added to the engine in advance.

    The RadeonHD 4670 is capable of processing OpenGL 3.x API calls, which Ultra Mode leverages.

    It, however, IS NOT FAST ENOUGH TO RUN THEM AT A DECENT FRAMERATE.

    Which is why your Framerate is stuttering and hitching.

    It does NOT meet the specs for Ultra Mode. I suspect you are trying to run Shadow Maps, Environmental Reflections, and or ambient occlusion.

    What We are seeing on the Going Rogue site is how Emperor Cole, aka Tyrant, presents himself and his followers to the Praetorian public. We are seeing the story that Emperor's Cole Group gives to the Praetorian Citizens.

    What Emperor Cole and his Main Followers present themselves as is not their "true selfs." Those of us who have played through the Maria Jenkins and Tina McIntyre Arcs have encountered the "real" persona's of the Praetorian Powers.

    The Going Rogue Webpage is an INTENTIONAL MIND-BENDER designed to screw around with new players who are unfamiliar with the history of the Praetorian encounters with the Primal Earth Heroes. That's why the updates are such a big deal. We are seeing the story the Loyalists are told, while already knowing the truth the Resistance is trying to tell to the rest of the Praetorians.

    Chaos, the problem is this: those aren't the people who are coming onto the forums and whining / complaining. The fact is, the stories themselves still work properly. The actual mechanics that TELL the story and communicate the events STILL WORK. They were not changed.

    What was changed was the reward for certain types of encounter situations within the AE system.

    A player genuinely interested in telling a story, and communicating an event, won't care about an EXP loss. That isn't the purpose of the medium being used.

    Ergo, there's a disconnect here between the assertion you make:

    And the reality of what the situation is. In this case, Forbin is correct. The vast majority of players setting up multiple NPC rescue routines were doing so to farm large targets. Not for purposes of a story telling. For purposes of farming: breaking the risk / reward ratio.

    Aeon indeed promised a different work around to the problem, but if my memory serves, it was going to require some additional coding. The lack of a shortly available long-term solution is why I think the devs took the approach they did last month.

    What we don't know is whether or not those coding resources will be available in time for GR. So... I wouldn't be holding my breath for an AE update to accompany GR. I would expect SOMETHING by I19 though.

    Again. You could play CoH game on a 56k modem. 2Mbs speed is way faster than that. 2Mbps is about 2048Kbps, which is roughly 36 times faster than the minimum required speed.

    You can play the City of Heroe's game on a 56k modem. Truthfully, you can play most MMO's on a 56k modem, but you really need a 128k connection or better.

    Second, if you check out http://www.dslreports.com/ you'll find that the average broadband download speed is somewhere in the neighborhood of 3.8Mbps: http://www.dslreports.com/shownews/A...-38Mbps-107992

    What you will have trouble researching is the average upload speed, which affects your game just as much as the download speed. Most residential cable and DSL setups are asynchronous, meaning you have a much lower upload speed compared to your download speed. Most Cable providers limit the upload speed on 3meg/4meg accounts to around 512kbps, which is one of the reasons MMO developers really can't press required usage speeds that far.

    In my own case, my Internet Service provider's current plan is a 12Mbps download. I can sustain about a 10Mbps download speed, but my average upload is only 1.8Mbps.

    The "exception" to this rule is the 7.5 recharges. The Luck of the Gamber 7.5 recharge is not the same IO buff as the 7.5 recharge found in Basilisk's Gaze or that knockback set.

    Seems like somebody got Monster Hunter Tri confused with City of Heroes.

    Anyways, to reiterate what others have said: the game is not balanced around being able to solo specific tasks. The game is balanced around the weaknesses and strengths of each archtype: inherent imbalance

    Also, to break the misconception: players don't solo Giant Monsters / Arch Villain's all the time. As already clarified by other posters, the specific archtype / power combinations listed are the rule breakers. Even then, most builds need extensive Invention Origin Slotting in order to sustain the endurance / recharge / health recovery ratios needed to last a fight out. Most of these builds take months of solid work to put together. For the most part, most players don't say "I'm going to hunt an Arch Villain" and then promptly make a big-game hunting build out of whatever they wish.
