Have you tried starting the game in 'safe mode'?
There might be a graphical setting it can't handle.
If that doesn't do any good, please post a CoH Helper report from her machine. It will give a better understanding of her setup.

That is certainly odd behavior. I haven't heard or seen of it on any other RadeonHD system. Can you post a GPUZ report for this laptop? http://boards.cityofheroes.com/showthread.php?t=219502
i have a problem that is almost the same...
Whenever i scroll in a window (WW's, SG window, Enhancement manager ect ect), the all windows will flash. Not the game screen, only the windows. This has been an issue since i17 came out.
BTW.. I have a Nvidia graphics card

I believe that's a frame-buffer issue. That's supposedly fixed upstream already, but no idea when the fix will propagate.
I believe it's related to the issue that causes certain ATi radeon cards to retain an "after image" of what your character was doing, that will flash sometimes when you are exiting the game.
It seems that it's not only for Ati radion cards, but also for NVidia cards, since that is what i have.

I always wondered what that was. Every time I close down, I see what appears to be a screenshot of what may have happened in-game 20 minutes before, flash on my screen.
Okay I'll get her computer info and put it up here in a little bit. Passed out last night after hours of trying to fix the problem lol.

If you did that, how long has it been since you rebooted the computer?

Modifications:
2x 2.53 Ghz processors instead of the two 2.4s.
320 GB 7200 RPM hard drive instead of 320 GB 5400 RPM
Windows 7 Professional, instead of Home.
We booted up the computer, installed a chat program (xfire), and installed CoH. Ran CoH, ran into this problem, started this thread lol. Other games such as Portal and WoW have since been downloaded and working just fine.
And last I checked all critical updates are installed. How do I check if she has the right .Net framework? Not even sure what that is exactly lol.

Having forcibly removed myself from the tech side of things, I'm prompted to ask due to some PMs I've received:
What exactly are we supposed to be telling folks with legacy hardware that can't install the 10.4 or later catalyst versions? Tough titties? Upgrade or suffer? Open a ticket with NCSoft support?

Just tell the truth I suppose. If their hardware is legacy, they may have issues with no possible resolution. They can of course contact Support but the ultimate solution may be to upgrade.
If you don't like that, just send them to Support. As player volunteers here, you might argue that such 'bad news' delivery is above our pay grade.

The .Net framework's are installed by Windows Update, and there's really no way to NOT install them unless you hide the update.

I run into this at work every day so I do know where they are located. That being said, Windows 7 and Windows Server 2008 R2 come with the .Net Framework 3.5 as part of the basic installation. Windows Vista and Server 2008 come with .Net Framework 3.0 as part of the basic installation.
And, as an aside to that, I've seen XP computers that have .Net Framework 3.0 and 3.5 installed that will not run programs designed to use .Net Framework 2.0 if it isn't installed separately.

Yeah, Catalyst 10.5 didn't help we just downloaded it and started up the game and no change lol.
Interesting note: If she has City of Heroes up, and selects another program as her active window (IE, she brings up an IM window to reply to someone) CoH will run crystal clear in the background. She can see her character and the interface and everything with no glitches. As long as CoH isn't the active program, it doesn't flash.
So... should we install the 2.0 framework seperately and try CoH helper again?
Hey, my girlfriend just got a new laptop I ordered her... and after spending two days installing and downloading CoX, she cannot play. The screen just constantly flashes at her the entire time she is in the game. So she technically can log in and run around. The screen, from loading to server to character to game, flashes brightly and annoyingly at all times.
OS:
Windows 7
She possesses this graphics card:
Mobility GDDR3 1GB ATI Radeon HD 5650 PCI-Express 3D Video
With the most current drivers (Version 10.4):

And CoX is the only affected game so far.
Now, I heard in my desperate googling for aid that this issue cropped up with Catalyst 9.12 (later fixed in a hotfix), but did not realize till later that that hotfix does not even apply to the current version.
Is there any way to clear up this flashing? Or are we just waiting for a miracle hotfix from ATI or the CoX development team?
Note: Me and my girlfriend are both not very computer savy so if any of you have any tips you might have to hold our noob hands through the process :X.
