As suggested above, point the lamp away from the table, e.g. into the wall or the ceiling.
Or add another lamp, so the light comes from both sides of the table. -
It could be a driver problem.
But in general the computer is low on resources, so my suggestion is to try to load the game in "Safe Mode".
With the new launcher it seems a little more tricky. In the launcher click on the little arrow next to "City of Heroes", select 'Properties' and tick "Safe Mode".
Then try to launch the game and see if it does any difference. -
This problem has really annoyed me a number of times.
The best solution I have found is to take a screen-shot before entering the tailor, so you have something you can shift to and compare with.
I have tried doing demo-records (10 sec or so). That can list the items you are using, but unfortunately items might be named differently in the costume creator and in-game (i.e. the demo-record).
But it can give a clue, and can also be used for verification after you have changed it. -
When I have lag, it is mostly related to my internet connection, and many times my router. So if I experience lag I usually start by resetting my router, as in switch off and then back on.
Just an idea to verify that it isn't because of that. -

To me it sounds like an internet problem, i.e. your connection.
If you in-game use the command "/netgraph 1" (0 to switch off), you will see a presentation of your connection. It should be a nice green lawn, but but guess is it is filled with red spikes.
What to do then?
My first action would be to switch off the router, wait 10-15 seconds, and switch on again. Could be that the router just is having a minor problem which a restart can fix.
I do not know how you're connected in-house, but my guess would be a wireless router. If so, it could be radio interference, which could be checked by connecting your computer with a cable.
If other are using the same connection, check that they are not having some heavy traffic going on, which might cause trouble.
If none of the above give any results, then it could be your internet provider having noise on the line, and I think I would raise a fault report with the provider, to check your connection. -
Have you checked, that if you are in SuperGroup mode, that you have unchecked "chest detail"?

Mine increases around 0.1 GB per run, and hitting 1.6 GB (equalling 5-6 runs) makes the game crash. The error code following differs, but corrupt pigg file is one of them. -
Tonight I did a number of trials, and after each run I checked the memory usage of CoH, and it seemed consistent that when doing BAF my memory usage increased around 0.1 GB per run, and I crashed when reaching 1.5-1.6. So after around 5 BAF trials I crashed.
Going to character select screen released the memory (to avoid crashing).
The error codes (if any) when crashing changed from time to time, but corrupt pigg file was one of them. -
