While separating downloaded content and only downloading what the player has purchased is difficult, it is quite easy for the developers to flag your account for access to content.
This is why Players who bought City of Heroes, but not City of Villains, had to download and install all City of Villains content... and why players who bought City of Villains but not City of Heroes, had to download and install all City of Heroes content.
So, the short version is: all of the content is downloaded, regardless of whether or not you actually bought that content. You just don't get access until you buy.

Because of this, as in all past expansions and issue releases, there will be a pre-download period where all of the non-changing content will be added to the engine in advance.
Probably won't be more than Issue 17. Issue 17 included a graphics overhaul, so it was HUGE. Going Rogue will probably be smaller, since it's basically a few zones and some new content. I wouldn't expect it to be as big as or bigger than I17.

All very good answers, I thank all of you. I was debating on downgrading from Vista back to xp because it would use less memory, and at the back of my head is that huge download time. I guess I'll just have to pony up the cash and buy more RAM.

While you're at it, upgrade from Vista to Windows 7. It was probably the best move I could have made, all of my usage numbers went down after the upgrade.
